The primary purpose of this position is to serve as an expert systems analyst to the Base Energy Office on all matters related to the Energy Monitoring and Control System building, mechanical, environmental and industrial systems including development, expansion, maintenance and day-to-day operations of all Building Automation Systems.
Duties
Serves as an Engineering Technician responsible for independently performing complex, technical, EMCS systems evaluations, reviewing, developing, modifying and installing system operational upgrades and developing highly detailed database modifications on multiple manufacturers, industrial control systems, for Building Automation System applications.
As a systems analyst, uses skill and knowledge to make various decisions and corrections on operating capacities, efficiency, metering, load shedding and other highly technical control areas.
Communicates with Base Communication personnel, to identify problems relating to Base (LAN) communication on EMCS industrial control systems. Determines if it is BAS hardware, software or 88th Communications Group (CG) problem and submits proper documentation to 88 CG for repairs.

- Selectee will support all special events type work.
- Selectee will support mobility or logistics readiness center operations in an exercise or contingency situation.
- Selectee may be required to work overtime and call back emergency work.

SPECIALIZED EXPERIENCE:
FOR CURRENT AND PRIOR FEDERAL CIVILIAN EMPLOYEES: Applicants must have at least one year of specialized experience which is equivalent at least the NJ-02/GS-07 grade level. Specialized experience is described as technical work in drafting, surveying, construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft where the work provided intensive knowledge of engineering principles, techniques, methods, and precedents may also be qualifying.
FOR APPLICANTS WITH NO FEDERAL CIVILIAN EXPERIENCE: Applicants must have at least one year of specialized experience which is equivalent at least the NJ-02/GS-08 grade level. Specialized experience is described as technical work in drafting, surveying, construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. COMBINATION OF EXPERIENCE AND EDUCATION: a combination of the education and experience described above. NOTE: only graduate level experience in excess of 1 year can be used to meet the combination of education and experience requirement. You must submit a copy of college transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and computer skills to serve as system analyst, diagnosing various types of problems and troubleshooting a multitude of different BAS systems using information and data received from the EMCS console, engineering drawings and specifications, as well as personal investigations.
Knowledge of various computer operating systems is also mandatory. Extensive knowledge of Windows environments, database software programming and computer networking.
Knowledge of HVAC and Industrial control theory, methods, practices and techniques, materials and equipment to determine compliance with base facility standard regulations.
Knowledge of standard 88 CG regulations, practices and procedures as they apply to EMCS functions.
Ability to analyze, interprets and apply rules, regulations and procedures in a variety of situations and recommends timely and economical solutions.
In-depth knowledge of HVAC and Industrial control building automation systems.
Knowledge of facilities layout and methods of system analysis and control improvement techniques.
Knowledge of current automation technology and practices essential for the accomplishment of work, i.e., Computer-Aided Design and Drafting (CADD), Automated Design Technology (ADT) techniques and VISIO.
Knowledge of the operations, products, services, needs and goals of the program(s) and the organizations studied or served and related customers, functions, resources and users.
Ability to plan, conduct and record site/facility system database upgrades to EMCS systems.
Ability to plan and organize work and coordinate with other engineering disciplines and architects.
Knowledge of health, safety and environmental requirements as outlined in standard standards, regulations and/or technical orders.
Ability to communicate effectively, both orally and in writing and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
