The position is located within the VA Central Ohio Healthcare System Environmental Management Service (EMS) reporting to the EMS Chief. The incumbent serves as a Pest Controller for Environmental Management Service and is responsible for creating, planning, implementing, and carrying out a comprehensive Integrated Pest Management Program for the main facility, Grove City CBOC, Marion CBOC, Newark CBOC, Zanesville CBOC, and Fiscal, Human Resources, and Community Care offsite location.

Duties

Pest Control : Incumbent is responsible for the complete facility pest control program within their Medical Center coordinating the work with members of other departments within the facility. The individual receives technical advice and guidance as appropriate from pest management professionals such as State, Federal, or academic entomologists or agronomists in area of program development or special program needs. Advises hospital staff as to preventive measures, such as removal of pest hiding areas and food and water sources in their work areas. The incumbent is responsible for exterior pest control of the Medical Center grounds coordinating with the Engineering Services for assistance from the grounds department when necessary. Interprets building plans and blueprints to locate and avoid building structural supports, electrical wiring, ventilation ducts, etc., when planning applications within the walls, ceilings, or floors of buildings. Plans work sequences and conducts trouble-shooting inspections of buildings and grounds for evidence of conditions conducive to damage and infestation by insects, rodents, predatory animals, and other pests. Incumbent must have a working knowledge to be able to identify a wide variety of pest found inGreat Lakes region. Collects and identifies pest, learns pest and host life cycle and biology, anddetermine when chemicals and treatment methods must be changed to gain control of the pest.Incumbent must have the skill set and technical knowledge to recognize conditions relative topest infestations and detecting concealed infestations in such areas as within building partitions,packaged items and in soil around grounds adjacent to buildings. Recycling Coordinator: Incumbent will administer an ongoing recycling program for the VA Central Ohio Healthcare System; coordinates efforts throughout the facility to identify potentially recyclable materials; conducts research and feasibility studies; recommends changes in items for collection; collects information regarding items selected; establishes procedures for collection; and monitors efforts. Incumbent prepares written and oral reports, keeps abreast of current and pending legislation and developments in equipment, processing, collection methods, program economics and marketing trends relative to their potential impact on the Recycling Program. Drafts program directives and correspondence for review of the Environmental Management Service (EMS) Chief and Green Environmental Management System Coordinator. Develops and implements appropriate controls for safeguarding program materials and assuring the integrity of material custody. Incumbent will be responsible for tracking receipt of all recyclable materials from time of collection on site to local processing to delivery to local recyclers. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Physical Requirements: The Pest Controller often lifts and handles materials weighing over fifty (SO) pounds and carries chemical solutions and equipment weighing up to forty (40) pounds for extended periods. Occasionally works in cramped and inconvenient surroundings requiring the handling of equipment in awkward positions. Work frequently requires standing, stooping, bending, kneeling, climbing and working in tiring and uncomfortable positions for extended periods. Frequently moves furniture and equipment to accomplish their tasks. Working Conditions: Work is generally performed indoors although sometimes performed outside. Work is often accomplished in structural areas with minimum ventilation and/or limited access. Mixes chemical compounds and applies pesticides while wearing respirators, gloves, and personal protective equipment designed to nullity the risk of exposure to toxic dust and sprays which might damage their health. Damage to health may occur if appropriate safety procedures are not followed. Discomfort may be experienced while wearing protective clothing, respirators, goggles or face masks for extended periods of time. Incumbent may be exposed to poisonous insects, reptiles, plants and wild rabid animals. There is a constant possibility of exposure to toxic vapors, liquids and powders due to frequent use of chemicals. Therefore, incumbent is required to undergo a bi-annual cholinesterase test to ensure that cholinesterase levels are within normal limits. This test is to ensure that the incumbent has not been exposed to a toxic level of pesticide that would result in an occupational illness. (NOTE: Cholinesterase is an enzyme that affects the nervous system and voluntary muscles.)
