Duties
Serves as the Deputy General Counsel and is responsible for the supervision and management of the Audit Policy and Contract Litigation Division, Office of General Counsel in DCAA.
Serves as the primary liaison between the Agency and trial attorneys from the Department of Justice, other DoD components, and other agencies in all litigation involving contract disputes, fraud, torts, and personnel, PCS, Qui Tam, and other claims.
Renders written opinions and oral advice on legal matters which frequently involve extremely complex, technical, and sensitive legal questions that implicate expenditures or claims of large sums of money.
Reviews various legal documents, including DCAA policies and procedures, proposed legislation, proposed revisions to regulations, and agreements affecting DCAA programs to ensure legal sufficiency.
Provides legal counsel on audit matters to DCAA, DoD, and other Federal agencies; coordinates legal positions with other Federal agencies; conducts training and presentations; and participates in interagency strategy and coordination efforts.
Acts as the liaison on behalf of the agency in litigation involving DCAA, including, but not limited to, contract disputes, contract fraud, personal claims against the agency, and PCS claims by agency employees.

Qualifications
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Basic Requirement: Applicants must be a graduate of an accredited law school, be an active member of the bar of a state, the District of Columbia, or the Commonwealth of Puerto Rico in good standing (any jurisdiction). Applicants must possess excellent academic and professional credentials, and outstanding professional references.
Specialized Experience: In addition to meeting the basic requirement, applicants shall have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position to be filled. Specialized experience must be documented in your resume. Specialized experience includes: Experience providing substantive legal advice on complex issues, including acquisition law (e.g., managing statutory and regulatory contracting requirements such as the Truth in Negotiation Act (TINA), Competition in Contracting Act (CICA), Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD and other Federal policies related to contract disputes, FAR cost principles, cost accounting standards, contract formation, and contract administration), administrative law, fiscal law, and Federal ethics.- Experience providing professional legal advice and services to senior military and civilian leaders, including the ability to establish and maintain strong attorney-client relationships. Experience working interacting with senior members of other Federal agencies, such as the Department of Justice (DOJ), Office of Special Counsel (OSC), General Services Administration (GSA), Government Accountability Office (GAO), and DOD Components and Military Departments, is highly desirable.- Experience litigating contract matters and/or managing litigation before the Government Accountability Office (GAO), the Armed Services or Civilian Board of Contract Appeals, and federal courts is highly desirable, as is experience handling acquisition law and fiscal law issues related to major systems acquisition.- Experience supervising and leading legal professionals, including attorneys and legal support staffs, including demonstrated experience managing projects, priorities, and administrative requirements. Applicants with a record of making significant contributions to the advancement of DoD Office of General Counsel (OGC), or equivalent OGC, beyond the day-to-day legal practice are highly desired.
