The primary purpose of this position is to serve as the Division Chief for AIR, Manpower, Readiness and Services that serves Regular Air Force members, Air National Guard and Air Force Reservists. Also serves as Senior Leader Manager managing assigned personnel programs pertaining to senior officers with First Air Force (AFNORTH & AFSPACE).
Duties
Plans, organizes, and directs the activities of the Manpower, Readiness and Services Division and ensures compliance with legal and regulatory requirements to meet customer needs
Exercises supervisory personnel management responsibilities over assigned employees
Provides management and technical expertise and oversees Senior Leader Management for 1 AF (AFNORTH & AFSPACE)
Performs complex management for organization effectiveness of joint and combined staffs
Participates in special projects and initiatives and performs special assignments

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include comprehensive knowledge of Air Force (AF) and Air National Guard (ANG) military command structure, missions, programs and organizational relationships, and skill in applying Air Force military personnel regulations and policies sufficient to counsel and advise senior officers on career opportunities; advise on awards and decorations and the Command selection process; ensure qualitative and quantitative review of qualifications of Colonels and make recommendations for assignment/reassignment for 1AF (AFNORTH); conduct reviews of functions to determine manpower requirements for ANG, Reservists, and Reg-AF personnel within the scope of a Numbered Air Force (NAF); and serve as the technical expert to a senior officer force.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of USAF, USSPACECOM, and ANG military command structure, missions, programs and organizational relationships, and skill in applying Air Force military personnel regulations and policies sufficient to counsel and advise senior officers on operational personnel planning and the accountability of deployed forces; advise and takes the joint selection process; ensure qualitative and quantitative review of qualifications of joint positions and make recommendations on the Active Duty Operational Support and Military Personnel Appropriation for l AF (AFNORTH & AFSPACE); conduct reviews of functions to determine manpower requirements for ANG, Reservists, and Reg-AF personnel within the scope of a NAF; and serve as the technical expert to a senior officer force
Knowledge of safety and security regulations, practices, and procedures
Expert knowledge of the concepts, principles, practices, laws, and regulations of military HR, the relationships between subordinate and senior levels of HR management with a NAF. Seasoned consultative skills sufficient to resolve military HR management issues and problems; conduct reviews and analyzing and assessing HR military program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements
Ability to plan, organize and direct the functions of a small staff within a NAF
Ability to gather facts, use effective, analytical evaluation methods to accurately assess information and make sound decisions
Ability to communicate effectively, both orally and in writing for the purpose of working effectively with civilian and military personnel at high command levels within USAF/ANG
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
