This position is under the Mental Health & Behavior Science Services Care Line (MH&BS) and it's six divisions. The incumbent manages plans, develops, implements, directs, and evaluates each of the Division programs. The incumbent has clinical, technical, professional, supervisory, and administrative responsibility for each program. This is a full time, temporary promotion opportunity not to exceed 120 days.

The incumbent manages plans, develops, implements, directs, and evaluates each of the Division programs. He/she is responsible for the administrative and clinical supervision of all personnel assigned to the Division, which includes social workers, nurse practitioner, vocational rehabilitation specialists, program support assistants, and peer support staff.
The incumbent is responsible for interviewing candidates for positions in the Division, and recommends appointment, promotion, or reassignment.
The incumbent develops performance standards and evaluates the performance of all staff assigned to the Division.
The incumbent hears, reviews, and resolves complaints from employees.
The incumbent interprets guidelines available in the form of directives, public law, program guides, etc., and develops written policies, procedures, and instructions to assure compliance with accrediting bodies, such as Joint Commission and Commission on Accreditation of Rehabilitation Facilities (CARF).
The incumbent consults with supervisor and colleagues in developing knowledge and applying agency policies and practices to new and/or complex matters.
The incumbent develops and maintains a procedure manual to implement policies and patientcare for each program and completes periodic reviews and revisions as necessary. The incumbent develops and administers a formal systematic plan for reviewing and appraising the effectiveness of each program. This includes developing plans to make the best use of available resources in meeting needs of the programs and conducting program evaluation studies to monitor quality of patient care, program effectiveness and efficiency. The information gathered is used to effect indicated improvements.
The incumbent presents evaluative data on programs to Chief, MH&BS, V ISN Mental Health Care Line Director, and top management officials.
The incumbent interprets policies, directives, information letters, etc., from VA Central Office and the VISN Care Line in order to assure adherence by Division staff. The incumbent interprets regulations and guidelines governing each of the programs to the facility staff community.
The incumbent provides public relations and community education regarding the VA and the programs within the division to various social, health, mental health agencies, legal representatives, housing authorities, and welfare organizations. These include State, County, and City government offices, as well as private non-profit service agencies and organizations.
The incumbent represents the VA and the Division at meetings with community agencies, such as homeless coalitions, mental health organizations, service organizations, etc.
The incumbent coordinates Division administrative, patient treatment review meetings and quality improvement activities. The incumbent motivates co-workers and employees for whom there are supervisory responsibilities and directs work with regards to performance improvement initiatives. The incumbent oversees the provision of services in serious and complicated cases and carries full professional responsibility for program functioning.
The incumbent serves as Control Point Official for all control points in the Division and must be knowledgeable regarding criteria for use for each. The incumbent reviews data for each program and assures the accuracy of Division cost data submitted by the Columbus VAACC.
The incumbent directs use and control of GSA vehicles assigned to the programs and reviews data and costs for accuracy.
The incumbent also approves payment to homeless program Grant and Per-Diem providers and has overall responsibility for the operations of the Health Care for Homeless Veterans Contract Emergency Housing programs.
The incumbent writes policies and operating procedures for all Division program operations, relationships with community agencies, and contract providers. Attends to and resolves Veteran patient and/or family concerns and complaints about the community outreach programs.
The incumbent assures compliance with VA, applicable state or Joint Commission regulations, and Life Safety Code standards, and assures annual re-inspection for continued compliance.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Social Worker (Program Coordinator), GS-13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.

The full performance level of this vacancy is GS-13.
Physical Requirements: The work requires the ability use a computer and ability to navigate throughout an office building environment. The work may require engaging Veterans in their environment. This may include emergency shelters, community agencies, veteran's residences and places not meant for habitation. Some encounters may be outdoors during all times of the year. There will be some walking; standing; bending; carrying of light items such as papers, book, small parts; or driving an automobile, etc.
