This position is at the full performance level and is located at the Hershel Woody Williams VA Medical Center in Huntington, West Virginia. The Medical Center is part of the Capitol Healthcare Network (VISN 5). The position is organizationally aligned within Fiscal Service.
Duties
Duties include but are limited to:
Completes actions that post in the Medical Center's general ledger control and subsidiary accounts.
Initiates and completes travel arrangements and reservations for a variety of employee and non-employee
travelers completing temporary duty (TDY) or invitational travel.
Initiates and completes vouchers for TDY and local travel. Works with traveler post travel to obtain
receipts.
Assists managers in performing analyses and/or evaluation of travel program to include semi-annual
requests for information about completed donated travel.
Ensures documentation is accurate and adequate to comply with regulations, policies, and contracts.
Provides appropriate customer service to travelers within and outside of the Medical Center, Financial Services Center Austin, and management to resolve and answer travel-related questions. Conducts appropriate follow-up to inquiries.
Complies with confidentiality and privacy policies by: (1) protecting data from unauthorized release or
from loss, alterations, or unauthorized deletion, and (2) following applicable regulations and instructions
regarding access to computerized files, release of access codes, etc., as set out in an automated information
system security access agreement which the incumbent signs.
Provides estimates to travelers utilizing approved per diem rates and mileage reimbursement rates.
Minimizes cost of employee travel.
Participates in Education Review Group (ERG) Committee meetings. Provides input into appropriateness
of travel related requests as far as necessity and cost.
Serves as the Facility's Program Coordinator for the Travel Credit Card Program. Monitors un-authorized
usage of travel cards. Follows-up on delinquent balances on cards. Issues bills of collection and initiates
salary offset of overpayments/delinquent payments. Ensures limits on cards are appropriate.
Ensures cards are issued as appropriate.
Performs miscellaneous minor duties as assigned.

Qualifications
You may qualify based on your experiences described below:
Specialized Experience. Applicants must one full year of specialized experience equivalent to the next lower grade GS-05 grade. Examples of specialized experience are below:
The work requires a broad, in-depth practical knowledge of travel regulations, accounting or other financial management technical methods, techniques, precedent cases, and procedures to resolve especially difficult or sensitive problems.
The employee uses knowledge of the accounting methods, procedures, and techniques to conduct difficult and responsible analysis and determinations within a complete accounting system to validate transactions and to perform research to resolve inconsistencies.
Knowledge of the interrelationships of various accounting systems applications and computer file systems.
Resolve problems of processed transactions.
Knowledge of related financial regulations and rulings covering diverse types of transactions to function as a technical authority for the resolution of an extensive range of issues or problems.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Physical Requirements: Work is primarily sedentary with some lifting and carrying of computer reports, boxes, and ledgers.
