This position is located in Bering Land Bridge National Preserve, in the Cultural Resources Division. This is a temporary assignment not to exceed one year but may be extended up to four years. Duties

This position serves as an Integrated Resources Program Manager for the Bering Land Bridge National Preserve. The Bering Land Bridge National Preserve Park Headquarters Office and Visitor Center are in Nome, AK, situated about 100 miles from the boundaries of the preserve. Nome is a community of roughly 4,000 people and is the regional hub for the Bering Strait Region, which includes 15 communities and a regional population of approximately 10,000 people. Nome is known for its Alaska Native cultures, gold rush history, and the finish-line to the Iditarod Sled Dog Race. Neighboring communities to Bering Land Bridge National Preserve include Wales, Shishmaref, and Deering. Nome has two grocery stores, a regional hospital, dental and optometry clinics, a recreation center (bowling, gym, racquetball court, climbing wall and fitness equipment), swimming pool, movie theatre and a public library. There are 280 miles of gravel road, these 3 roads that take you out of Nome can be used for recreation activities. Outdoor recreation includes beach combing, fishing, berry picking, community festivals and events, snowmobiling, snow shoeing, cross country skiing, biking, and hiking. Summer temperatures average between high 40s°F to the mid-60s°F. Winter average 15°F but often dip below zero in January and February, especially due to windchill. As the Integrated Resources Program Manager, major duties include: Identifies, evaluates, and monitors natural and cultural resources. Identifies potential threats and research needs and makes recommendations to management regarding status and mitigation of impacts (present and future). Collects, analyzes, and synthesizes scientific information from inventory for monitoring and research, and preparing reports. Carries out program management duties by developing work plans and schedules, scopes of work, cost estimates, proposals or grants to justify funding requests and accomplish goals. Administers and tracks project funds and prepare reports, as needed. Maintains awareness of applicable funding sources with the organization and outside the organization. Provides leadership to other personnel, volunteers, and interns. Represents the superintendent when working with others on natural and cultural resource matters. Develops and maintains liaisons and effective working relations with Native American tribes and other traditionally associated groups and individuals, agencies, and the public. This is a temporary assignment not to exceed one year but may be extended up to four years. It may also be made permanent without further competition at management's discretion. You may be returned to the position from which you were temporarily promoted or detailed to at any time. Government housing may be available. TDY expenses will be provided for the duration of the temporary promotion/detail if the selectee is qualified. What is a temporary promotion? A temporary promotion is a temporary assignment of an employee to a higher grade and occupational series for which an employee is qualified. Upon completion of the temporary promotion, the employee returns to his/her official position and grade. Temporary promotion may be made permanent without further competition. What is a detail? A detail is a temporary assignment of an employee to a different position for a specified period, with the employee returning to his/her regular duties at the end of the assignment. While on detail the employee continues to hold his/her official position from which detailed and keeps the same status and grade.

Qualifications

All qualifications must be met by the closing date of this announcement-02/28/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. This temporary assignment will be filled as either a temporary promotion, or as a detail opportunity to the same, higher, or lower grade (See Duties Section for more information.) BASIC REQUIREMENT: To qualify for this position at the GS-12 grade level, you must possess at least one of the basic requirements for the Anthropology, 0190 series, General Natural Resources Management and Biological Sciences 0401 series, or Archeologist, 0193 series as follows: Anthropology, 0190 series: degree in an appropriate field of anthropology. You must include transcripts. OR combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience, or additional education. You must include transcripts and hours worked per week. OR four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. You must include hours worked per week. -OR- General Natural Resources Management and Biological Sciences, 0401 series: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must include transcripts. OR combination of education and experience: courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. You must include transcripts and hours worked per week. -OR- Archeologist, 0193 series: Degree that included semester hours as described in Parts A, B, and C as follows: (Part A) Bachelor or higher degree that includes 3 semester hours each in the following 5 course areas: 1) History of archaeology; 2) Archaeology of a major geographical area such as North America or Africa; 3) Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archaeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating and analytical techniques; 5) Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work, AND (Part B) I have taken six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archaeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND (Part C) I have completed archaeological field school. You must include transcripts. OR Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archeological field school). You must include transcripts. OR Combination college-level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education. You must include transcripts and hours worked per week. OR Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. You must include hours worked per week in your resume. -AND- In addition to meeting at least one of the basic requirements listed above, to qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement. EXPERIENCE: At least one year of specialized experience equivalent to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) which is in or related to the position to be filled and which provided the necessary knowledge, skills, abilities, and competencies to successfully perform the duties of a Supervisory Integrated Resources Program Manager. This experience includes activities such as: planning and managing programs that provide long-term protection for resources; Experience with an organization or park's natural and cultural resources, including, but not limited to history, archeology, historic structures, ethnology, cultural landscapes, natural and cultural museum collections, archives, botany, wildlife biology, ecology, hydrology, and physical sciences; Reflect organizational priorities and policies by adhering to regulations, policies, guidelines and federal and state laws that relate to the preservation and protection of natural and cultural resources to assure program goals and objectives meet legal requirements; Manage programs and administer budgets, contracts and personnel; Evaluate resource conditions to develop new techniques and methods when existing techniques are not satisfactory; Manage the collection and summation of data and accomplish data analysis through using data acquisition, analysis standards, methods and recording techniques; Follows guidelines, procedures and techniques required for the preservation, protection, exhibition, storage, cataloging, and research of natural and cultural specimens. You must include hours worked per week within your resume.
