This position is part of the Department of Energy, Office of Intelligence and Counterintelligence. As a Investigator, you will play a major role in defending the DOE complex against foreign penetration, including espionage, sabotage, cyber intrusion, theft of nuclear materials, technology, and intellectual property.

Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. As a GS-14 full performance, Investigator, you will: Manage the full range of investigations involving counterintelligence cases related to the DOE and countries of investigative interest. Oversee preparation of intelligence assessments in which the success of espionage operation or other intelligence compromises by foreign intelligence services is analyzed. Develop additional sources of intelligence/information from the appropriate intelligence and law enforcement communities concerning the foreign intelligence threat to DOE national assets. Present critical sensitive findings that are confidential in nature, sensitive, or controversial to diverse audiences with conflicting goals and objectives. Ensure analytical and cyber support is fully involved in all necessary aspects of investigations.

Requirements

  • Must be a U.S. Citizen or National.

  • May be required to successfully complete a 1-year trial period.
  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is not included in a Bargaining Unit.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following. Reviewing intelligence databases and program reviews or investigations on information obtained to resolves questions of counterintelligence value. Preparing reports, documentations or assessments referring to counterintelligence issues. Recognizing indications of foreign intelligence service or foreign terrorism activity throughout the intelligence community. Collaborating with the intelligence communities to convey ideas of counterintelligence and investigative matters. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
