Duties
Responsible for performing contract quality assurance surveillance (audit program execution) of Nellis aircraft maintenance service contracts.
Responsible for frequent review, analysis, and integration of program support performance information and data to determine appropriate contract award/incentive fee related to mission accomplishments; provides results in the form of reports, memos, informal and formal briefings to Supervisor(s), Quality Manager, Contracting Officer and/or Program Manager.
Responsible for overall day-to-day management of wide-ranging program technical and quality issues.

- Detailed knowledge and at least 2 years experience as a Craftsman in an aircraft maintenance discipline required.
- Ability to achieve and maintain ADPD certification in Engineering and Technical Management, Foundational Level is required.
- ISO 9001, AS 9100, or AS 9110 Lead Auditor professional certification within 24 months is desired.
- Active duty aircraft QA experience desired.

- Subject to Temporary Duty Assignment (TDY): Approximately 50 days per year
Qualifications
Salary Range: This is an NH-02 position with full salary potential within that band, however the initial salary range offered for this position will be $40,393 to $96,263 which includes locality pay percentage, unless statutory or regulatory rules prevail. Follow on salary increases based on contribution MAY be earned within the full salary of the NH-02 pay band.
In order to qualify, you must meet the generalized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Quality Assurance Series 1910.
GENERALIZED EXPERIENCE: Three years progressively responsible general experience, 1 year of which was equivalent to at least a pay band NH-01, (GS-04). Examples of generalized experience includes comprehensive technical knowledge of one of the following aircraft systems: avionics systems, armament systems, hydraulic/pneudraulic systems, fuel systems, aerospace ground equipment, propulsion systems, egress systems, crew chief programs, low-observable technologies, aircraft structures, metals technology, non-destructive inspection, reclamation and repair, maintenance operation center procedures, plans and scheduling, phase inspections, and maintenance training services to include various quality/risk management techniques. In-depth knowledge of acquisition laws, DoD directives, regulations, policies, and procedures for DoD Quality Assurance Program, especially in the assessment and oversight of contractor's performance on AF contracts IAW the PWS and audit program execution IAW the QASP for contracted service operations. Detailed knowledge and at least 2 years experience as a Craftsman in an aircraft maintenance discipline required. Ability to achieve and maintain Acquisition Professional Development Program (APDP) certification in Engineering and Technical Management, Foundational Level is required. ISO 9001, AS 9100, or AS 9110 Lead Auditor professional certification within 24 months is desired. Active duty aircraft QA experience desired.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Ability to execute a master surveillance plan tailored to large scale (over $100M) service contracts based on complexity, criticality of functional areas, and performance risk assessments.
Ability to communicate effectively with others, both orally and in writing, and to work effectively with groups and individuals in planning efforts and in working out solutions to problems or questions; and coordinating effectively with functional specialists to identify specific requirements, and to develop and adjust plans and schedules to meet requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
