Co-leads the Personnel and Enterprise Management (PEM) portfolio in the Defense Capabilities and Management (DCM) team.

Duties

Provide executive leadership and oversight of the DCM Team's audit activities by supporting the established overall goals, objectives, and priorities set by the DCM Managing Director. Ensure that audits are conducted in accordance with government auditing standards and GAO quality assurance standards. Represent GAO in communications with agency officials and congressional stakeholders about the progress and results of audit work. Direct the planning, initiation and execution of audits, provide team leadership and supervision of audit staff, and supervise the quality controls exercised over audits. Lead reviews related to Department of Defense's human capital, resource management, and business functions to effectively and efficiently support its personnel. May lead reviews on other defense or intelligence-related topics, as needed. Participate in deliberations and decisions concerning management and technical issues having government-wide implications. Advise leadership on matters within scope, auditing standards, and accountability policies impacting government programs. Direct the preparation and presentation of testimony for use at congressional hearings. Represent GAO before Congress; other federal entities and state, local, and foreign governments; industry, the media, and other segments of the private sector. Use delegated managerial authority to direct the work of the team/unit; is held accountable for the success of the team/unit's line or staff functions; monitor and evaluate the progress of the organization toward meeting goals; make adjustments in objectives, work plans, schedules, and commitment of resources; evaluate and provide input on the performance of employees; make decisions on people-related matters such as performance ratings, awards, and training; support GAO's equal employment opportunity (EEO) goals, core values, and People Values by positive example and appropriate action. Qualifications

You must meet the qualification requirements by 11:59 pm Eastern Time on the closing date of the announcement. If you are a federal employee, the level of experience we are looking for is typically gained in GS-14, GS-15, Senior Executive Service, Senior Level, or equivalent-level positions. Technical qualifications The technical qualifications describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position. The technical qualifications for this position are: Experience planning and directing performance audit engagements in accordance with Generally Accepted Government Auditing Standards (GAGAS) to assess stewardship, performance, or cost of government policies, programs, or operations. Experience applying at least two of the technical areas below to assess the management of the Department of Defense's workforces and business activities to support its human capital mission. Personnel. Assessing Department of Defense human capital issues, including how the department plans for and manages its Active Duty, Reserve, National Guard, and Federal Civilian workforces, compensates its personnel, medically cares for service members and their families, administers the Uniform Code of Miliary Justice and related legal matters, and addresses behavioral and social issues including diversity, inclusiveness, and equality. Installations. Assessing Department of Defense military infrastructure issues, including the department's management of its real property, such as facility sustainment, modernization, housing privatization, base planning, and reduction of excess property; and issues related to the department's environmental liabilities, installation climate resilience, and renewable energy efforts. Business Operations, Budget, and Finance. Assessing Department of Defense's efforts to reform its business operations and organizational structures, as well as issues related to cost-cutting measures, efficiency reviews, and strategic logistics management and planning. Evaluating the department's budget justification reviews, such as on DOD's funding for operation and maintenance (including civilian personnel), military personnel, and other special funds. Reviewing the department's financial tracking and reporting as well as its processes to assess budget needs and estimate funding requirements. Organizational Management. Assessing organizational performance management issues, including business modernization and reform, and strategic human capital management issues that affect the Department of Defense or other federal agencies. Client relations. Conducting outreach, building relationships, and providing detailed briefings and technical assistance on a broad range on personnel and business management issues affecting the Department of Defense or other federal agencies. Executive core qualifications (ECQs) The ECQs assess executive experience and potential. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
