Duties

Serves as technical expert, assessor, and cyber security advisor to Army tactical and enterprise business systems. Identifies, coordinates, assists, and documents efforts to implement cyber security technologies, processes, and concepts. Assesses systems to determine their level of compliance with DoD cybersecurity requirements. Provides cyber security support to the C5ISR Center and customer organizations by preparing, reviewing, and evaluating documentation in support of DoD cybersecurity requirements. Recommends and documents approaches to address system risks. Prepares technical reports and briefings to address system compliance and vulnerabilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
  • Appointment to this position is subject to a three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

  • This is an Army Acquisition, Logistics, and Technology Workforce position. Selectees must meet the position requirements for Practitioner certification in ENGINEERING AND TECHNICAL MANAGEMENT within 60 months of entry on duty date.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • This is a Drug testing designated position, and the incumbent is required to complete a drug test prior to appointment and periodically thereafter DA Form 5019.
  • This is a Science and Technology Laboratory Personnel Demonstration Project position and incorporates the GS-12 step 01 through GS-14 step 10.
  • Persons born after 31 December 1959 and assigned the gender of male at birth must be registered for Selective Service.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.

Qualifications

About the Position: As the Army's primary integrator of C5ISR technologies and systems, the U.S. Army Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center conducts Research and Development, or R&D, across a wide variety of capability areas that support all of the Army's Modernization priorities. These include the following technologies that are inter and intra- related: cyberspace operations, electronic warfare, intelligence, data analysis and fusion, tactical network design, wireless communications, radar, sensors, electro-optics, mission command applications, autonomy and machine learning, power and energy, modeling and simulation, counter-IED, minefield detection/defeat and assured positioning, navigation and timing (PNT). This position resides in the Cyber Security Division with a focus on implementing the DoD Risk Management Framework (RMF) for systems in the Electronic Warfare domain. It is through employment of a dedicated and superior workforce, world class facilities and global partnerships that the C5ISR Center delivers needed capabilities to our Warfighters. Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Qualifications One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-02 pay band (GS-11 equivalent grade level or higher) in the Federal Service which includes experience in one or more of the following areas: 1) Applying cyber security principles to help develop and sustain secure systems, through compliance with requirements such as the Risk Management Framework; 2) Implementing and documenting compliance with cyber security requirements such as Security Technical Implementation Guides (STIGs) and Information Assurance Vulnerability Management (IAVM) messages; 3) Applying relevant regulations such as AR 25-2, DoDI 8500.01, DoDI 8510.01, and NIST SP 800-53, to support system Authorization to Operate (ATO) efforts through the processes documented in those regulations; and 4) Using cyber security tools such as the Assured Compliance Assessment Solution (ACAS), Evaluate-STIG tool, and Enterprise Mission Assurance Support System (EMASS). In addition to meeting the specialized experience above, you must also meet the education requirements below: Basic Requirement for Engineering Series 850/854/855: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR: B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. OR: Basic Requirement for Computer Scientist - Series 1550: Degree: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Education Education Requirement This position has a positive education requirement and requires proof of education for eligibility.
