Duties

This Operations Research Analyst position is located Requirements and Capabilities and Analysis, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Plans, coordinates, and conducts analytical studies using large volumes of data to project the likelihood of a terrorist attack and leverages analytical results to improve programmatic operations. Provides recommendations, options, and solutions to problems and prioritizes low cost/no cost mitigation efforts to improve global security outcomes. Oversees the selection and application of mathematics, economics, econometrics, and statistics appropriate to conducting Risk Analysis. Uses operations research and scientific methodologies to lead analytic studies that leverage exploratory mathematic and statistical techniques for enhancing risk analysis or evaluating security effectiveness. Identifies mathematical applications to improve existing programs, determines types of data to be collected, formulates study methodologies, and assists functional activities in the implementation of operational segments and data analysis. Participates in meetings, briefings, presentations, and conferences with other management officials to discuss major program changes, performance metrics, project milestones, formulations, executions, and justifications to influence decisions and provide guidance.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have 52 weeks of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as: Assisting with operations research project assignments that required a wide range of experience in mathematical reasoning requirements and techniques. Advising management concerning major aspects of mathematical methods and scientific principles. Conducting complex studies to provide management with viable solutions or recommendations. To qualify for the SV-I Band (equivalent to GS-13) In addition to the basic requirements, you must have 52 weeks of specialized experience equivalent to the GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as: Managing operations research project assignments that required a wide range of experience in mathematical reasoning requirements and techniques pertinent to the position to be filled. Analyzing multiple approaches to present to management concerning major aspects of complex mathematical methods and scientific principles. Overseeing complex studies to measure program effectiveness and efficiency and to identify probable causes of cost/workload variance. To qualify for the SV-J Band (equivalent to GS-14) In addition to the basic requirements, you must have 52 weeks of specialized experience at the I band (equivalent to the GS-13) Ability to use, statistics, predictive analytics, and other exploratory mathematic techniques, such as decision-tree analysis, probability theory, regression algorithms, and Monte Carlo simulations. Conducting broad and highly complex analytic studies, develop new or innovative approaches for analysis of large volumes of data for assessing programmatic or security effectiveness, performance metrics, and making recommendations for improvement. Planning, coordinating, and leading analytic research studies using a variety of structured and unstructured. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
