About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at HQ US SOUTHCOM, with duty location Miami, Florida.
Duties
Serves as the Principal Advisor to the Combatant Commander, other flag officers, and senior agency, DOD and Intelligence leaders on all foreign disclosure policies.
Manages the foreign disclosure program by planning, preparing, executing, and assessing foreign disclosure programs and activities.
Performs the full range of supervisory duties for a staff of 5-8 immediate subordinates and over 100 foreign disclosure officers (FDO) across the geographical combatant command.
Promotes US SOUTHCOM integrated deterrence priorities through facilitating expanding relationships with allies and partner nations.
Prepares and constructs Annex O (Foreign Disclosure) and appropriate Delegation of Disclosure Authority Letter(s) (DDLs).
Oversees foreign disclosure adherence requirements to comply with National Disclosure Policy and other associated directives.
Provides training to Foreign Disclosure Representatives to ensure the proper implementation of foreign disclosure policy.
Handles a wide-range of complex assignments and non-routine situations exercising independent judgement to identify and take courses of actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Requires Temporary Duty (TDY) travel up to 25% of the time.
- May be required to take a counterintelligence scope polygraph examination, if required for Special Access Program.
- Designated Key Position: This position has been identified as being a Key Position under the provisions of AR 690-11, Use and Management of Civilian Personnel in Support of Military Contingency Operations.

Basic Requirement for : COMBATANT COMMAND FOREIGN DISCLOSURE OFFICER GG-0130-15
A. Degree: Bachelor's degree (or higher degree) with a major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

B. Combination of Education and Experience: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.
OR
C. Experience: Four years of appropriate experience in one or more of the fields, as shown in A above, in work associated with international organizations, problems, or other aspects of foreign affairs.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) managing a foreign disclosure program 2) reviewing disclosure requirements in accordance with national disclosure policies 3) providing guidance and instruction to organizations on foreign disclosure policies, regulations, and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-14).
