The Facility Telehealth Program Analyst is a full-time position that reports to the Facility Telehealth Coordinator and is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA) (VISN 6), Fayetteville Veterans Affairs Medical Center (VAMC), Fayetteville, North Carolina. The position is organizationally aligned under Patient Care Services, Virtual and Medical Specialty Care section.

Duties

The Virtual Care, also known as Telehealth, supports the continuum of patient care by utilizing innovative technologies with particular emphasis on; My HealthyVet, Synchronous and Asynchronous healthcare, Remote Monitoring, Secure Messaging and Mobile App programs at a facility level to enhance Veteran centric care. The Facility Program Analyst will function within the Telehealth Program in collaboration with the Facility Telehealth Coordinator and will assist with day-to-day program operations along with long-term strategic planning. Major Duties Include: Provide the critical technical and program support necessary to sustain Telehealth and Connected Care operations throughout the Fayetteville VAMC/Health Care System using state-of-the-art, clinical technologies and partnerships which provide access of care to Veterans. Responsible for supporting Facility-wide clinical Telehealth and Connected Care initiatives primarily by ensuring smooth, efficient operation of all Telehealth modalities. At the direction of the FTC and/or Supervisor, the Facility Telehealth Program Analyst provides coordination and liaison activities with Information & Technology (OIT), Biomedical Engineering, Unified Communications Infrastructure Support (UCIS) team and other Service Lines and works directly with the FTC and other facility staff to incorporate new technology concepts and programs into new and existing systems. Develops procedures and systems for establishing, operating, and assessing the effectiveness of Telehealth and Connected Care programs throughout the Fayetteville VAMC/Healthcare System; as well as the accomplishment, evaluation, and monitoring of audits, inspections, and management reviews. Develops methods for automating reports using a variety of software packages and applying judgment in selecting the most appropriate software type; and modifies the existing tracking system to correct problems or establishes a database management system to improve tracking methods. Interpret and use current knowledge and data (quantitative and qualitative) and make baseline projections based on that data (market analysis); Creates and revamps initial studies, reports and reviews when information was not readily available; Give assessments and performance improvement suggestions to improve program productivity and meet program bench marks; Assess program workforce size versus productivity and provide maximum output potential, set expansion markers/standards and identify the point of diminishing returns. Provide growth projections based on current workforce and future requirements. Tracks, organizes, revises, and monitors: instructions, policies, and manuals covering the subjects involved (e.g., organizations, equipment, procedures, policies, and regulations). Implements measures for and monitors storing, retrieving, and routing of records; files and other forms data (e.g. Service agreements; Policies; Procedures; Guidance; Training; Memorandums; Meeting minutes and Agenda's; Equipment Maintenance logs). Analyzes data and statistics to develop, update, and revise integrated reports designed to assess impact, demand, and utilization of Telehealth services to meet the Telehealth and Care Coordination program needs for special non-standard reports. Develops flowcharts data spreadsheets and share point information sharing and tracking systems to monitor and improve organizational missions, functions, and work procedures. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience with Telehealth Business practices (e.g. Telehealth Service Agreements; Telehealth protocols; Memorandums of understanding Blanket Purchase Agreements etc.). Knowledge in business management; marketing; gathering and preparing statistical data reports which include but are not limited to current trends and trending forecasts, program analysis and future projections. Skills on preparation, creation and presentation of data/information to leadership in multiple levels of the telehealth program. Analytical skills to identify problem areas or improve efficiency in, but not limited to, organizational structure, staffing, administrative procedures, operating procedures, and workload. Knowledge on how to utilize data from multiple sources and prioritizing multiple projects to provide recommendations based on the information obtained. Knowledge on how to perform market analyst reports that give realistic value along with opportunity cost for established and new programs (staffing; space; time; etc.). Knowledge on position and equipment management tracking, reviewing, reporting, navigation, management and monitoring of data resources such as but not limited to: TMP, SharePoint; VSSC; Data-Cube; Blackboard; meetings; records and files. Comprehensive knowledge on how to conduct studies as needed identifying or creating best practices to streamline productivity, reoccurring quality care, Telehealth Reporting, evaluations, and access to care. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the Telehealth and Connected Care Program. Knowledge of the theory and principles of management and organization including administrative practices and procedures common to organizations. Knowledge of business operations (coding, workload, clinic set up) of Facility Telehealth programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Preferred Experience: Previous Telehealth Clinical Technician experience preferred. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
