WHAT IS THE TAS - Taxpayer Advocate Service DIVISION?

Vacancies will be filled in the following specialty areas:
Taxpayer Advocate Service (TAS), Executive Director Case Advocacy (EDCA), Area 7
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Interacts with IRS top-level management on policy and procedure decisions in resolving taxpayer cases.
Prepares presentations or reports as necessary pertaining to proposed changes in Federal laws and
regulations as they relate to the Taxpayer Advocacy Program.
Regularly meets with Congressional staff members and other government officials to discuss the Service's
policies and procedures, to promote voluntary compliance, and to secure information concerning current
tax issues and proposed changes in the tax code.
On a recurring basis, meets with major professional organizations to identify problems with the Service's
policies or procedures, and to secure information concerning existing or anticipated problems in the
application of the tax code. Frequently speaks before large groups such as tax practitioner associations and
professional/trade conferences on the role, responsibility, and authority of the Taxpayer Advocate in
resolving hardships or negotiating agreements on disputed issues.
Interacts with numerous internal and external parties to negotiate resolution of complex hardship cases or
to enforce TAOs (Taxpayer Assistance Orders) that direct operating division management to change,
suspend, or take actions to relieve significant hardships.
Works with internal and external stakeholders to test and/or pilot advocacy initiatives, identify problems
affecting taxpayers, and provide input to the National Taxpayer Advocate's Annual Reports to Congress
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
QUALIFICATION REQUIREMENTS:
SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:· Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.· Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;. · Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
In addition to the above you must have: Your experience must include experience advocating for clients to effect resolution of tax controversy matters; experience of tax matters demonstrated by career experience in accounting, financial or legal management positions or serves in a management position that includes tax administrative responsibilities; experience of operating policies, procedures, and processes of a large organization; experience participating in councils, task forces, or other area or national initiatives that cross organizational boundaries; experience which demonstrates an understanding and ability to discuss different tax issues, policies, practices and laws in a variety of situations and different geographic areas, including advocating for a tax position that may be considered contrary to the traditional tax interpretation; demonstrates sensitivity to social, economic, and Congressional Administration and/or public perception of an organization.
