You will serve as an INTERDISCIPLINARY ENGINEER/ OPERATIONS RESEARCH ANALYST in the EXECUTION ANALYSIS & SUPPORT DIV, COST & SCHEDULE ANALYSIS DEPARTMENT of NAVAIRWARCENAC DIV. This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will work at the direction of the Team Leader and Supervisor in development, maintenance, and analysis of government Integrated Master Schedules (IMS) and other schedule related products in accordance with Cost Department Processes and Toolkits. You will build and maintain good relationships and interfaces with the customer and team members (Cost Department, Competencies, Academia, etc.) and serve as customer point of contact for IMS development efforts. You will analyze and interpret high level, broadly stated, directives and instructions, and to determine their proper application within schedule development. You will provide analyses of cost and schedule performance trends and communicating risks and potential impacts to customers.

Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the DP-03 pay band in the Federal service or GS-9-11 equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in the development of Integrated Master Schedules (IMS) and other schedule related products; 2) Establishing a schedule baseline that reflects a critical path; 3) Ensuring all schedule products are accurate, timely, and consistent and 4) Providing analyses of cost and schedule performance trends and communicating risks and potential impacts to customers. For 0896 Series:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For 1515 Series:
A) Degree: in operations research

B) At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
