The primary purpose of this position is to administer the Inspector General's Wing Inspection Team (WIT) program. Under leadership from the Director of Inspections, prepares and administers the inspection team program for Wing.

Duties

The National Defense Authorization Act for FY2020 approved a new, independent Space Force in the Department of the Air Force. The U.S. Space Force is a military service that organizes, trains & equips space forces in order to protect U.S. and allied interests in space and to provide space capabilities to the joint force. This new military branch is taking shape and recruiting! Directs multifaceted WIT pre-inspection activities. Organizes, trains, and oversees the inspection team in the execution of inspection activities. Develops a wide range of strategies, guidelines, and procedures to conduct comprehensive conventional and non-conventional inspection programs comprised of substantial variety and scope. Formulates the annual inspection schedule for WIT members. Represents the Inspector General (IG) inspection function in a variety of meetings, in working groups, and other situations, including emergency management personnel in surrounding communities.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Work may require access to classified information. Must be able to obtain and maintain a top-secret security clearance.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact.
  • The employee must meet and maintain training requirements as outlined in applicable DoD and AF regulations.
  • This is a drug testing designated position. Employee is subject to random drug testing and must pass a drug test prior to appointment if not already assigned to a drug testing designated position.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex inspection and/or compliance principles, concepts, and practices sufficient to conduct inspections, interpret complex policies/regulations, recognize and resolve significant discrepancies and/or inconsistencies among findings. Knowledge of a wide range of qualitative and/or quantitative methods for the analysis and improvement of program effectiveness or the involvement of complex management processes and systems. Knowledge of Air Force, Major Commands (MAJCOM), and unit/installation organizational structure, operations, and policies; and mission responsibilities of the many diverse organizational entities. Knowledge of Air Force Smart Operations for the 21st Century and leading continuous data-driven process improvement efforts throughout the organization. Knowledge of the Commander's Inspection Program, including applicable laws and regulations for investigations, enforcement, and/or compliance work. Knowledge of technological tools such as the Inspector General Evaluation Management System (IGEMS) and Management Internal Control Toolset (MICT), and of developing new approaches, methods, and procedures for gathering and analyzing data and reconciling inconsistencies between conflicting reports. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Department of Defense (DoD), Joint, and Air Force (AF) inspection and compliance policies, instructions, and practices involved in the AF inspection program; AF structure, mission, and programs; and instructions governing the organization's operations and plans programs. Knowledge of AF programs, structure, mission requirements, vulnerabilities, operational and security policies, and the work processes/operations of assigned organizations. Knowledge of analytical and evaluative techniques related to the identification, consideration, and resolution of difficult issues or problems concerning efficiency and effectiveness of program operations. Skill in gathering, assembling, and analyzing facts, drawing conclusions, devising solutions to problems, and identifying changes and trends. Skill in conducting interviews with supervisors, functional experts, and employees to obtain information about organizational missions, functions, interrelationships, and work procedures. Ability to communicate effectively both orally and in writing, negotiate complex issues, provide training, and maintain good working relationships with others using tact, courtesy and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
