About the Position: This position is located with the Dept of Army, Office of the Deputy Chief of Staff, G-6 Budget & Execution Division, Ft. Belvoir, VA.
Duties
Serve as a program analyst for one or more programs managed by the Directorate for Plans and Programs.
Plan, coordinate, integrate, manage, defend and justify resource related actions for the Army's command, control, communications, and computers (C4) mission.
Identify and integrate key programs, policy issues, and requirements determinations which affect the entire ODISC4 organization, as well as all resources for Army-wide C4 management.
Articulate and defend issues through the entire Planning, Programming, Budgeting, Execution System (PPBES) process.
Through the use of the Program Evaluation Group (PEG) process, serves as a team member for administering Army C4 resources in the submission of programming and budget documents required by the PPBES system.
Identify resource tradeoffs associated with C4 program goals intended to adequately support programs at a desired level of operations, meeting approved total national defense goals and objectives.
Requirements

- Secret security clearance required.

- May require occasional travel up to 5% of the time.
Qualifications
IMPORTANT INFORMATION REGARDING TIME-LIMITED POSITOINS.
This position may be filled as a temporary promotion NTE 3 years by a current permanent Army employee. Temporary promotions or reassignments, for current Army employees, may be extended up to a maximum of five years.
This position may be filled as a term appointment NTE 3 years. Term appointments may be extended up to a maximum of eight years. Current federal employees (non-Army) who accept a time-limited appointments (to include employees with personal competitive status) will be placed in a non-status appointment and will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended. There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment.

Specialized Experience: One year of specialized experience which includes advising management on matters affecting areas such as the conduct of command, control, communications, and computer (C4) programs as well as programming and budgeting resources; providing information and recommendations concerning program needs, total system capabilities, and/or requirements; preparing program and budgetary documents such as Resource Management updates, Command Budget/Estimates, and Program Objective Memorandums (POM). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
