Duties

You will perform research and analysis to define opportunities for new or improved business processes by conducting feasibility studies, consulting with customers, and developing specifications. You will provide management support services in the areas of cost analysis, annual or long-term fiscal planning, and development of annual work-plan(s). You will develop, document, test, modify, implement, and support new or existing applications software. You will assure that software and systems meet the quality and functionality requirements of the customer. You will prepare detailed plans, budgets, and schedules for assigned programs. You will evaluate program funding plans and identify actual or potential problem areas. You will recommend procedures for preparing, documenting, validating, and presenting resource requirements to a higher authority.

  • This is a Cyberspace Workforce position, work role Cyberspace Policy and Strategy Planner, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Navy policies.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the four competencies above your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying life cycle management and cost-benefit analysis methods to evaluate feasibility of proposed new systems development projects; 2) Applying software development, integration, and optimization techniques to maintain customer's programs, infrastructure, and databases; AND 3) Applying budgetary methods, procedures, and regulations during the life cycle of funding including the procurement, forecasting, expenditure, and spending obligation.
