Serve as the Supply Management Specialist, Sterile Processing Service. The purpose of the work is to investigate and analyze a variety of problems, questions, or conditions regarding medical facility reusable medical device supply functions; maintain inventory control records, management of the real time location system for surgical instruments, endoscopes, surgical instrumentation repair management, procurement of new and replacement equipment and monitor surgical container set completions.

Duties

Duties consist of the following, but are not limited to: Maintains inventory management and control for Sterile Processing Service. Assists in the forecasting of budgets, manages and controls all inventory transactions for the assigned departments or control points. Responsible for identifying, ordering, receiving, accounting/controlling, and disposing of excess and surplus property; and maintaining control and accountability over all Government expendable and nonexpendable property as well as Government Furnished Equipment (GFE) assigned to contractors. Prepares contractual documents to procure equipment and/ or services for SPS such as: statements of work, market research, item specifications, performance-based work statements, quality assurance surveillance plans, acquisition plans, Independent Government Cost Estimates, and trend analysis for a wide variety of healthcare, administrative, and technical support services. Coordinates requirements with end-uses, seeks assistance in identifying and locating required items, and prepares written analyses of activities and problems with recommendations for solution for RMD management. Analyzes stock and par levels, performance management data and purchasing history, and fund control point usage history. Delegated as a fund control point clerk and has the authority to initiate procurement requests. Assists in the equipment ordering process, generates Form 2237, assembles equipment/supply ordering package with Contracting supporting documents, uploads information into appropriate request portal, and determines the needs and planning for future requirements. Responsible for quality assurance of new RMD received, RMD returned from repair, and updating inventory and placing items into production for use. Work Schedule: Monday-Friday 7:30am-4:00pm Telework: This position may be authorized for telework (Ad-Hoc). Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Prepare documents for purchasing equipment and servicing of equipment for Sterile Processing Service. Knowledge of VA-2237's and Equipment supply ordering packages with contracting. RTLS experience for surgical equipment and instruments. Knowledge of Censitrac. Coordinate with end-users and employees at the facility , ISN 8, and outside vendors. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes and solves problems, questions, or conditions regarding medical facility Reusable Medical Device (RMD) supply functions; Monitors usage, tracks the timing of reorder actions, verifies cost changes for parts and sub assemblies; Analyzes stock and par levels, performance management data and purchasing history, and fund control point usage history to determine funds required for execution and development of a budget plan; Maintains control and accountability over all Government expendable and non-expendable property and Government Furnished Equipment (GFE) assigned to contractors; Prepares cost Estimates, and trend analysis for a wide variety of healthcare, administrative, and technical support services; Establishes and maintains tracking documentation for all procurement activities, reconciles purchase requests and purchase orders; Conducts market research on product pricing, performance, and standards based on the Office of Sterile Processing's standards and directives; Monitors and tracks the program budget throughout the fiscal year. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
