This position is located in the Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)). The USD(R&E) serves as the Chief Technology Officer and is responsible for research, development, and prototyping activities within the Department of Defense (DoD).

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Incumbents typical work assignments may include the following: Develops approaches to advance the adoption and application of secure software supply chain development practices. Develops software assurance road maps and provides recommendations on software assurance research and development needs for enterprise and embedded software to improve the resiliency of military systems. Leads advancement of practices for independent validation and verification of software products; includes software development process and product assessments. Leads and makes recommendations to advance DoD related software assurance strategies, policy, guidance, best practices, standards, and education and training. Leads assessments and provides recommendations for the mitigation of software vulnerabilities in Military Systems. Formulates plans, projects, and budgets on the development and transition of high payoff software assurance capabilities. Collaborates with government, industry and academia stakeholders to advance software assurance initiatives.

Qualifications

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of college level education, training and/or technical experience that furnished. (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Current Professional Engineering registration by an State, the District of Columbia, Guam, or Puerto Rico; or 2) Written Test with evidence of successfully passing the Engineer-in-Training (EIT) examination, or the written test for professional registration, which is administered by the Boards of Engineering Examiners within the States, the District of Columbia, Guam, and Puerto Rico. And/Or; Computer Science Series, 1550 Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability: Applying software engineering and development methodologies for enterprise and embedded software applications; Utilizing knowledge of secure software supply chain-related information communication technology best practices, principles, and methods; Incorporating software tools and processes into DoD programs; Analyzing and validate the effectiveness of software assurance tools and processes; Communicating with executive level leadership in government, industry, education, and the scientific community. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
