You will serve as a TRAFFIC MANAGEMENT SPECIALIST in the Joint Personal Property Shipping Office (JPPSO) of NAVSUP FLC SD GF.

Duties

You will act as the Primary Contracting Officer’s Representative (COR) or Government Technical Representative for local Household Goods services contracts. You will serve as the Joint Personal Property Shipping Office Southwest COR for Transportation Direct Procurement Method contracts. You will provide daily technical oversight and surveillance of the contracts and transportation service providers’ activities to monitor performance requirements and acceptable performance levels. You will coordinate with the Director, Operations Manager, TSP/Service Provider and Contracting Officer to resolve discrepancies between performance levels and contract requirements. You will perform tasks associated with household goods/personal property shipment, storage, and warehouse quality control inspections, performance evaluations, electronic and manual invoice processing. You will exercise specialized knowledge of vendor, storage, and shipment management operations. You will work with system and program managers in developing transportation and household goods support requirements for centrally managed Personal Property System during the evaluation, conceptual, testing, and operational phases.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying a practical knowledge of industry practices and procedures a related to traffic management and transportation management policies, principles regulations, instructions, as it applies to the shipment, storage/vendor requirements management, quality assurance, invoice sampling and compliance, Contracting Officer Representative (COR) functions and loss/damage claim processing pertaining to household goods (HHG)/personal property (household goods, privately owned vehicles, mobile homes, temporary and non-temporary storage). Apply performance evaluation methods, surveillance plans and techniques, principles, procedures and regulations as related to surveillance of contractor performance performed under Direct Procurement Method (DPM) contracts and tender of service contracts. Experience includes applying an in-depth knowledge of all areas of personal property shipment management. Experience also includes applying a knowledge of automated transportation systems to identify transportation/shipment needs and problems. Examples of specialized experience may include the following: 1) Provide entitlement counseling and quality control services to military and/or civilian service members on the movement and shipment of household goods; 2) Arrange and coordinate pickup and/or delivery of personal property shipments and advise on the procedures and operations processing personal property shipments throughout the CONUS and to/from overseas locations; 3) Coordinate with other Personal Property and Household Good Offices regarding shipment of property and goods in order to identify alternatives and recommendations for resolving vendor/shipment management problems; 4) Provide HHG Transportation technical guidance and direction on routine, procedural situations or requirements identified by personnel or clients/customers; 5) Perform Contracting Officer Representative (COR) or Government Technical Representatives (GTR) functions for Transportation Direct Procurement Method (DPM) contracts or GTR for onsite contractors working under a Memorandum of Agreement. GS-09 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a master's or equivalent graduate degree, LL.B, J.D., or have completed two full years of graduate level education leading to such a degree with a major study of accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

GS-09 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. combination of experience and/or graduate education as described above, along with possession of a certificate as a Certified Member, American Society of Transportation and Logistics.
