The primary purpose of this position is to provide supervisory oversight and strategic direction to plan, develop and carry out a full range of sourcing and recruitment functions to effective recruit, attract and retain a world-class workforce to deliver on the AFLCMC mission.

Duties

Exercises supervisory personnel management responsibilities at least 25% of the time. Senior expert that provides short and long term vision, strategic direction, oversight and accountability to provide a full range of sourcing/recruitment functions and programs as delegated on behalf of the AFLCMC. Serves as the senior advisor and is recognized as providing authoritative information/interpretation of policy to AFLCMC/DP, AFLCMC Directors/their staff, and AFLCMC's executing authorities, developing guidance, standards and processes for the talent acquisition and related mission areas. Directs the activities to research, analyze and interpret sourcing/recruitment and related human resources data and associated labor market analytics to design effective strategies to fill positions across the AFLCMC enterprise. Serves as a key representative of the AFLCMC with internal and external stakeholders in various types of engagements and encounters which involve talent acquisition, human resources management, and the impact of these programs and projects on other mission areas or entities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience interpreting and providing guidance on a wide range of federal human resources law, executive orders, regulations, policies, instructions, and concepts governing federal human resources sourcing/recruitment functions, and conducting reviews and analyzing/assessing effectiveness of the organizations approach to sourcing, screening and selecting diverse candidates through recruitment tools. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. ADDITIONAL POSITION INFORMATION: 1-Supervision: Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. 2-Sourcing/Recruitment: Senior expert sourcer/recruiter with the ability to independently assess and deploy appropriate tools, techniques and practices to attract diverse candidates to a broad range of professional, scientific, administrative and otherwise highly technical positions across the Air Force Life Cycle Management Center's (AFLCMC) enterprise. Evaluates candidates' knowledge, skills and abilities, conducts interviews, make/support selections, and aligns candidates to AFLCMC positions. 3-Advisory Services: Senior advisor providing authoritative information/interpretation of policy impacting human resource management with emphasis on sourcing/recruitment and related program areas. Responsible for interpreting and implementing policies, executing authorities, developing guidance, standards and processes concerning talent acquisition function. 4-Analysis: Directs complex activities to research, analyze and interpret sourcing/recruitment and related human resources data and associated labor market analytics to design effective strategies to fill positions across the AFLCMC enterprise. 5-Teamwork: Key representative of AFLCMC with internal and external stakeholders which involve talent acquisition, human resources management, and the impact of these programs and projects on other acquisition mission areas or entities. Leads diverse special project teams to positively influence AFLCMC's talent acquisition function to reach organizational goals. 6-Travel: Work may occasionally require travel away from the normal duty station on military or commercial aircraft, incumbent must be willing and able to travel approximately 10-25% of the year. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of federal human resources law, executive orders, regulations, policies, instructions and concepts governing federal human resources sourcing/recruitment functions. Knowledge of advanced federal human resources principles, concepts, fact finding and analytical methods; a wide range of qualitative and quantitative techniques and relationships of various human resources functions; and seasoned consultative skills to seamlessly resolve complex HR problems not susceptible to standard methods. Knowledge of organizational structures, functions, and missions across the enterprise to identify/consider/present resolution to substantive organizational challenges that impact sourcing/recruiting of personnel to the organization. Skilled at conducting reviews and analyzing/assessing effectiveness of the organizations approach to sourcing, screening and selecting diverse candidates identified through various sourcing/recruitment tools in a manner that is compliant, consistent and fully effective. Ability to communicate orally and in-writing to establish and maintain effective and positive working relationships with internal and external stakeholders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
