This position is in the Environmental Management Service (EMS), Veterans Health Administration Medical Center at Jesse Brown VA Medical Center. The primary purpose of the position is to provide administrative support for directing and coordinating administrative activities internal and external to service. Duties

The Incumbent is responsible for daily duties of an administrative and operational support nature, including knowledge of computer systems, regulations, directives, and local policies; and provides administrative support to the Chief of EMS as directed. This includes, but not limited to, reports for submission to facility level groups to include Executive Assistants, Executive Officers, boards, committees, and sub-committees. EMS is a multiple layered organization with many functions and work processes. The incumbent provides administrative support to assist in maintaining effective service operational functionality and guidance to staff on administrative, clerical and procedural requirements and instructions, and assists in solving problems to which existing guidelines can be applied. The incumbent types and prepares changes in tours-of-duty and assignments when applicable. Maintains records and controls lockers assigned to all staff throughout the medical center. Assist in preparing a wide variety or recurring and nonrecurring reports, correspondence and other documents, of the Environmental Management Service Sanitation, Waste management, Pest Control and Textile care programs such as Quality Assurance data reports, correspondence and other documents and reviews and finalizes correspondence/ documents prepared by others handwritten or electronic drafts. Consolidates and finalizes information for various reports in accordance with established procedures. Collects data/information and prepares routine correspondence and/or assists in preparation of reports on his/her own initiative to relieve Administrative Officer (AO) or designated section chief /of this responsibility. Proofread/edit correspondence and documents for correct grammar, spelling, capitalization, punctuation and forma. Returns incorrect material prepared by others with appropriately marked version. Collects and prepares all requested data and supporting information for Joint Commission on Accreditation of Healthcare Organizations (JCAHO) purposes, Office of Inspector General (IG) Teams or other governing/investigational groups to the Medical Center. Internally, is delegated authority to represent Environmental management Service singularly, or as a team member, for various audits throughout the Medical Center such as, Quality Assurance committees and designated as Education representative for the service. Review and process incoming and outgoing correspondence, memorandum, procedures, materials, publications, regulations, request for information from operating elements of the Medical Center, and VHA directives. Screens incoming mail to identify what needs to be brought to the attention of the supervisor, referred to appropriate staff, rerouted to the other services/clinics/offices, or handled personally. Qualifications

To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. All non-facility applicants must meet all requirements by the closing date of this announcement, 02/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-5 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience GS- 6: You must have one year of specialized experience equivalent to at least the next lower grade GS- 5, requires a knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to office administration, knowledge of pertinent laws, regulations, policies, and precedents which affect administrative operations, program goals and objectives, work processes, and administrative operations of the organization; skill in conducting detailed analyses of complex functions and work processes; and interpersonal skills in presenting staffing recommendations; knowledge of and skill in applying the principles, practices and methods of budget execution to determine whether obligations, expenditures, and requested allotment are within approved funding limitations for Interior Design Section FCP's; must be skilled in oral and written communication to effectively interact with officials of all levels to include Environmental Management Service, and other facility services as needed; ability to prepare analytical compliance reporting and other written documents which present the facts, issues, recommendations, analysis and actions. As a general rule, education is not credible above the GS-5 level for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary but involves walking and minor lifting of office equipment and supplies. The incumbent may be subjected to inclement weather traveling between buildings, Emergency Management drills and contingency plans for meeting sustainability requirements and other conditions requiring slight physical exertion that may arise during the normal course of the Medical Center workday. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
