This Accounting Technician position is in Finance services at the Salisbury VA Healthcare System, located at the Salisbury, North Carolina location. This position is a full-time at 40 hours per week

Duties

Major duties include, but are not limited to the following: Examines, verifies, and maintains financial accounts and accounting data and classifies accounting transactions including the verification of the accuracy and completeness of the accounting data across multiple appropriations. Employee reviews and approves requisitions for services, supplies, real property, equipment, and adjustments for all appropriations (including GPF & CWT) for the medical center. Obligating documents are received, processed, and transmitted to FMS. Researches, interprets, and verifies which appropriation and general ledger accounts a document and subsequent accounting transactions will affect; establishes routines for input of these transactions. Prepare reconciliations of the general ledger to subsidiary accounts, accruals, adjusting journal entries, accounting reports and special reports. Reconciles accounting systems output using subsidiary records, both manual and automated, to ensure the accuracy of input. Reviews and approves all receiving reports for transmission to FMS and CAPPS. Researches all daily rejects for miscellaneous orders, service orders, contracts, A&E orders, receiving reports and amendments and makes corrections as necessary to resubmit transaction to FMS. Reviews daily CAPPS listing to determine if receiving reports are needed. Responsible for completing tasks associated with the recovery of receivables such as payments made in error, overpayments made to vendors or benefit recipients, items rejected and returned, returned of authorized advances, and other alternative streams of revenue available to the Medical Center. Performs comprehensive audits, analysis, evaluations and related procedures for the purchase card system as required. Reviews records to determine accuracy of costing, timeliness of reconciliations, and appropriateness of purchases. Evaluates the internal controls to detect weaknesses in control procedures and recommends action. Ensures proper accounting procedures are enforced to accurately record financial transactions. Prepares written reports on the results of audits, reviews, and evaluations. Performs and submits Austin Purchase Card Reviews by required deadline Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-06: Specialized Experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing clerical, assistant, or technician level work in support of a budget, accounting, auditing, fiscal and financial management function. Performs budget administration support, financial systems support, cash processing, and accounting technician work. GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing clerical, assistant, or technician level work in support of a budget, accounting, auditing, fiscal and financial management function. Performs budget administration support, financial systems support, cash processing, and accounting technician work. Independently review and reconcile financial documents in order to identify errors and make corrections; using problem solving, critical thinking and professional experience that maintain adherence to VA regulations, financial policies and directives. Resolve a variety of problems through coordination with different vendors, employees, service lines and management. You will be rated on the following Competencies for this position: Decision Making Accounting Operations Communication Budget Administration Compliance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary, but some walking, bending, and lifting is required as in a normal business environment. Work Environment: Work is performed in a normal office setting. There is pressure to meet mandatory deadlines of monthly, quarterly, and year-end reports and processing.
