You will serve as a INDUSTRIAL HYGIENIST (INSTRUCTOR) in the Program Support Division of NAVY-MARINE CORPS PUB HLTH CEN.
This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
SALARY RANGE GS-12 $88,183 - $114,634 / GS-11 $73,572 - $95,641
Duties
You will create, provide, and update training plans, materials, tools and reports.
You will assist the Service Level Administrators (SLAs) in managing the use of DOEHRS-IH accounts.
You will participate in the testing of DOEHRS-IH system updates.
You will be responsible for training military and civilian personnel, including program managers and users, in the use of DOEHRS-IH system, developing educational strategies to ensure all users are fully competent with the use of DOEHRS-IH.
You will develop DOEHRS-IH or other industrial hygiene related course work, and arrange, organize and execute classroom and online training.
You will be providing counseling and assistance to classroom or online participants.
You will plan and develop training schedules.
You will develop technical guidance and informational materials on DOEHRS-IH and industrial hygiene topics and prepare responses to industrial hygiene technical inquires.
You will assist in the development and update of Navy health standards and program directives, as needed.
You will perform as a member of consultative assistance teams and advise, perform industrial hygiene inspections, surveys, and assessments, as needed.

FOR GS-12 In addition to meeting the BASIC REQUIREMENT, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Utilizing automated software applications/data systems and/or data bases, (e.g., Defense Occupational and Environmental Health Readiness System-Industrial Hygiene (DOEHRS-IH), to collect, manage, validate, review/update, and track field survey/exposure data and/or industrial hygiene information as needed;
Developing, implementing and managing industrial hygiene and occupational health programs and policy objectives;
Providing technical guidance and consultative services on complex industrial hygiene problems;
Presenting written and oral recommended courses of action to high level management officials;
Using computer systems for the documentation and analysis of industrial hygiene data;
Developing and presenting lectures on industrial hygiene topics to diverse audiences; Providing counseling and assistance to classroom or online participants; Creating and developing training plans, materials, tools, and reports;
Planning and developing training schedules; knowledge of performing comprehensive industrial hygiene surveys and assessments; AND
Partnering and collaborating with diverse teams of professionals from various disciplines such as: Industrial Hygiene, Occupational Health, Environmental Health, Preventive Medicine, Public Health, Safety, Engineering, Epidemiology, Toxicology, Public Affairs and Education.
FOR GS-11 In addition to meeting the BASIC REQUIREMENT, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Training military and civilian Occupational Health Personnel to use automated software applications/data systems and/or data bases, (e.g., Defense Occupational and Environmental Health Readiness System-Industrial Hygiene (DOEHRS-IH), to collect, manage, validate, review/update, and track field survey/exposure data and/or industrial hygiene information as needed;
Managing industrial hygiene automated systems, (e.g., DOEHRS-IH), user accounts within an organization;
Participating in the testing of industrial hygiene automated systems, (e.g., DOEHRS-IH), updates;
Providing counseling and assistance to classroom or online participants;
Creating and developing training plans, materials, tools, and reports;
Arranging and scheduling training based on input from industrial hygiene automated systems, (e.g., DOEHRS-IH), SLAs or industrial hygiene subject matter experts; AND
Performing comprehensive industrial hygiene surveys and assessments.
Certified Industrial Hygienist (CIH) is preferred but not a requirement.

Education
ALL APPLICANTS MUST MEET THE Basic Requirements
The education must be accredited by an accrediting body recognized by the
U.S. Department of Education (external link) at the time the degree was obtained. Applicants must meet one of the following requirements:
- A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; (Your transcripts must be attached.) - A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; .(Your transcripts must be attached.) Courses in the history or teaching of chemistry are not acceptable.
Evaluation of Education - All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum.

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Successfully completed 3 years of progressively higher level graduate education leading to a Ph.D. degree directly related to the position or Ph.D. or equivalent doctoral degree directly related to the position.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements. Bachelor's or graduate/higher level degree in Industrial Hygiene, Occupational Health Sciences, Occupational and Environmental Health, Toxicology, Safety Sciences, or related science should included 12 semester hours in chemistry, including organic chemistry and that was accredited by an accrediting body recognized by the U.S. Department of Education.
