About the Position: As a program analyst performs functions which meet the day to day and long-range management needs required for O&M and Revolving funds control. Develops detailed ways and means to obtain objective desired, suggest and make recommendations which will effectively contribute to the decision-making process, and to effect revisions in funds control procedures in accordance with CEFMS/P2 F&A per directives from higher authority or instruction provided by the supervisor.

Duties

In an operational project setting, assists the Operational Project Manager (OPM) and other project program leaders in maintaining funds control of the overall O and M, FCCE, and Indirect program. This entails review and analysis of all operation and maintenance work, across multiple business lines, programmed by Engineering and Construction, Real Estate, Planning, and Operation, Readiness and Regulatory Division. Analyzes current status of the O and M, FCCE and Indirect program to develop and recommend the initial funds requirements for labor, materials, and supplies, and contract support required to implement these programs. Recommends any required adjustments in these resources to improve project performance. Analyzes current status of the O and M, MR and T, FCCE and General Regulatory program to develop and recommend the initial funds requirements for labor, materials, and supplies, and contract support. Prepares special and recurring obligation and expenditure reports of a complex nature from CEFMS/P2 database as required. Confers with personnel in other Divisions, Branches, etc. Furnishes actual obligation and expenditure information and cooperates with other involved personnel in completing reports requiring consolidation of information from different organizational units. Analyzes obligating documents as to correctness of codes and appropriations, the periodic review of general administrative overhead rates, technical indirect overhead rates, and Government contributions.

Minimum Qualifications at the GS-11: Specialized Experience: One year of specialized experience which includes formulating budget submissions, project schedules, funding requirements, and/or milestones; analyzing budget requests, obligating documents, overhead rates, and/or Government contributions; and recommending initial and/or adjusted funding requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: economics, business administration, and accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationOral CommunicationPlanning and Evaluating Time in Grade Requirement GS-11 Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
