Duties
This Accountant position is located in the VISN 12 Great Lakes Finance Service (GLFS) at the Tomah VA Medical Center in Tomah, WI. The incumbent serves in the Tomah Finance Department in the accounting section and works on accounting related issues and serves as the coordinator of the Purchase Card Program.
DUTIES INCLUDE:
Conducts daily examination of various accounting transaction listings, cost reports, financial statements, project fund balances, and work orders.
Analyzes and reviews ADP maintenance listings and determines what additions, modifications, and deletions to database are needed.
Develops, prepares, and revises regulations and information papers for project and revolving fund accounting control and reporting instructions.
Serves as a professional accountant applying a thorough knowledge of the total accounting system and of well established accounting principles, techniques, and regulations to a wide variety of transactions.
Manages summary cost accounts verifying validity and accuracy of accounting transactions and data.
Determines proper work methods and develops work sheets and forms necessary to complete assignments.
Works with systems personnel on the design of automated systems to facilitate the processing of accounting data.
Plans, coordinates and performs one-time/ recurring comprehensive reviews, special studies and selective internal examinations of finance and accounting functions.
Reviews report media, directs and/or prepares and analyzes internal and external statements and reports.
Analyzes and reviews current general accounting methods and procedures in terms of adequacy and effectiveness; recommends changes, modifications and improvements in operating procedures.
May be required to perform research to determine and certify the availability of funds.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Basic Education Requirement: A bachelor's degree (or higher): in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Combination of education and experience: At least 4 years of experience in accounting, or equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:1. Twenty-four semester hours in accounting of auditing courses of appropriate type and quality. This can include up to 6 hours of business law;2. A certificate as Certified Public Accountant or Certified Internal Auditor, obtained through written examination; or3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic education requirements, you must possess the required specialized experience, education, or combination of experience and education as identified below:
GS-11 SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes, but is not limited to: professional knowledge of the theory, concepts, techniques, principles and practices of cost accounting and skill in applying this professional knowledge to independently perform a variety of accounting assignments. Working knowledge of the Microsoft Windows PC environment (Excel, Access, Word). Experience working with VA accounting systems. Executing and interpreting routine reports from DSS or other databases containing DSS data. Knowledge of accounting transactions and their inter-connectivity with Managerial Cost Accounting (MCA). Working with budget appropriations, cost centers and budget object codes. Utilizing various auditing techniques and analyses as a means to ensure the accuracy of workload and financial data contained in VISTA, DSS, and routine end-user reports.

GS-11 EDUCATION: Applicants must have completed three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree which provided the knowledge, skills, and abilities necessary to do the work of the Accountant. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. TRANSCRIPTS REQUIRED.

GS-11 COMBINING EDUCATION AND EXPERIENCE: Applicants must possess a combination of specialized experience and education as described above. TRANSCRIPTS REQUIRED
