This position is part of the Office of Environmental Management - Carlsbad Field Office, Department of Energy. As a Emergency Management Specialist, you will serve as an emergency program/analytical advisor, providing leadership in developing and implementing short- and long-range plans and strategies for emergency management programs.

Duties

As an Emergency Management Specialist, you will: Represent departmental committees and working groups for the purpose of justifying, defending, negotiating, or resolving important emergency management. Interact with Federal and local governments, departmental offices, private and public organizations, regulatory entities, stakeholders, and representatives at national and international levels. Serve as the point of contact for coordinating with Environmental Management (EM)-Headquarters (HQ) Program Offices, Site Offices, sites, facilities, and contractors to ensure compliance with and implementation of specific emergency management policy, plans, and performance expectations. Ensure emergency management assessments and reviews are performed at designated sites, facilities, and contractors, and verifies follow-up and corrective actions are implemented and documented. Provide technical guidance to the Carlsbad Field Office staff members supporting emergency management and related operational safety activities. Coordinates in the development, review, and approval of the Emergency Readiness Assurance Plan, Carlsbad Field Office Emergency Management Plan, and Carlsbad Field Office Continuity of Operations Plan.

  • This position is included in the Department of Energy's Technical Qualification Program (TQP).
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position has been designated as Critical-sensitive and requires a security clearance at the Tier 5 level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • This position is an “On Call” position and designated as “Emergency Essential” and will require irregular hours and mandatory overtime. You will be required to live within 60 min of the duty location and possess a valid State Driver’s License.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: 1. Providing leadership in developing short- and long-range plans and strategies for emergency management programs. 2. Serves as a participant in emergency management exercises and drills. 3. Ensuring emergency management assessments and reviews are performed by facilities with a comprehensive emergency managements system. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
