This position is responsible for managing and directing the operations of multiple field offices in the region that are tasked with conducting national security and suitability background investigations for Defense Counterintelligence and Security Agency.
Duties
As a PROGRAM MANAGER you will be responsible for the following duties:
- Assisting the Regional Chief in meeting the goals and objectives of the Federal Investigations Program within the assigned region.
- Providing input to the Regional Chief when in the process of making final decision on recommendations submitted by staff with respect to program plans, procedures and operations for conformance with policy, feasibility, timelines and overall acceptability.
- Directing and personally providing technical guidance and staff monitoring/assistance to subordinate investigative field offices through staff visit, directives, correspondence, reports, reviews, conferences and training.
- Monitoring workload and providing input to Regional Chief, who must make decisions to determine need to reassess and realign resources based on regional, national and program priorities.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Extensive knowledge of background investigations procedures and operations, as well as, experience developing criteria, providing expert guidance, and coordinating plans/objectives of the program; Experience utilizing program analysis methods, procedures, and managerial principles to evaluate the effectiveness of program activities and to develop recommendations for improvement; Experience supervising, maintaining good work relationships with subordinates, building a team environment, and motivating personnel towards a common goal; Experience working with other Assistant Regional Mission Directors to coordinate and achieve the national goals of the background investigations program; Experience using management techniques to plan, direct, and control meetings/conferences.
