You will serve as a SUPERVISORY ELECTRICAL ENGINEER in the Capital Improvements Business Line of NAVFAC NORTHWEST.

Duties

You will negotiate design modifications with representatives to ensure operational agreements satisfy the interests of facilities programs and projects. You will assign work assignments and schedules to project management staff members to ensure work is completed based on priorities and capabilities of the employees. You will monitor large-scale electrical engineering projects for compliance with applicable objectives, standards, and requirements. You will prepare the electrical project scope and cost estimates for fees associated with design and construction requirements. You will evaluate technical data (e.g., materials, equipment, shop drawings, proposals for contract modification) to recommend approval or rejection of submission or proposals.

Qualifications

Selective Placement Factor (SPF): This position has an SPF which is CURRENT registration as a Professional Engineer (PE) in any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. Specialized experience must demonstrate the following: 1) Reviewing Engineering design and construction documents including design memoranda, plans, specifications, independent Government estimates.; 2) Reviewing construction contract administration of major civil works or military construction projects to assure conformance with contract requirements for items such as, best engineering, construction and safety practices consistent with accepted industry standards and practices.; AND 3) Planning work to be accomplished, setting priorities and preparing schedules for completion of work by subordinates. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
