About the Position: Serves as the Senior Instructional Systems Specialist with the mission to provide technical assistance, program management control, product and process evaluation and analysis development of distributed learning (DL) IMI courseware.
Duties
As an Instructional System Specialist, you will perform the following duties which is not an all-inclusive list:
Provides a variety of technical and non-technical services to assist proponent schools in carrying out their distributed learning responsibilities.
Develops, coordinates and implements plans to centrally manage, track and assess issues and challenges for distributed learning developers and users in implementing Army DL courseware.
Reviews, coordinates, and recommends improvements to DL development and implementation process, distributed learning policy and procedures to ensure efficient and effective implementation of distributed learning throughout the Army.
Uses a variety of methods and media (e.g., VTC, on-site assistance visits, surveys, conferences) to proactively identify distributed learning issues, concerns, and requirements from Army-wide DL developers, users, and managers.
Prepares and reviews a variety of policy and procedural issuances (regulations, pamphlets, directives, and correspondence) required to provide management direction to the development and management of contracts for Army training materials.
Reviews, coordinates, and recommends improvements to DL development and implementation process, distributed learning policy and procedures to ensure efficient and effective implementation of DL throughout the Army.
Updates developers and users on relevant policy, procedures, future distributed learning technology initiatives or emerging content and, products, services and solutions for widespread distributed learning development.
Writes articles for publication to inform the Army DL community of emerging technology, trends, and challenges.

Basic Requirement for an Instructional Systems Specialist:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
(1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
(2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
(4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR
(5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Completely designed, developed, implemented distributed learning courseware or content for training and education; 2) Developed and/or analyzed evaluation reports and training effectiveness studies and proposed solutions; 3) Developed and/or evaluated training strategies and/or teaching approaches for adult learners in training and education. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
NOTE: All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
