Duties

The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base is searching for a System Safety Manager (NH-0803-03). *** Locality Salary Range for Los Angeles, CA $101,121 - $156,323. Actual pay setting will depend on place of residence for remote work. *** Description: This position serves as a System Safety Manager in the Military Communication (MilComm) and Positioning, Navigation & Timing (PNT) Directorate (SSC/CG) assisting the Lead System Safety Manager in managing the MilComm and PNT Directorate System Safety Programs. - Serve as specialist, providing authoritative expertise, leadership, and guidance, regarding system safety engineering of various space vehicles, launch vehicles, ground support, facilities, and range safety systems. - Evaluate a wide variety of engineering factors which affect system safety, including ensuring all system safety specifications, standards, policies, procedures and instructions affecting SSC programs have been reviewed, and adequate, requirements integrated with requirements of other engineering organizational disciplines and are satisfied throughout lifecycle. - Perform System Safety Engineering assessments of "space and missile systems designs, procedures, and supporting contractor safety documentation to determine acceptability or deficiency. - Serves as leader in analyzing and integrating system safety engineering requirements into both programs and contractual documents. - Coordinate, implement, and interpret System Safety Engineering policies, procedures, regulations, standards, directives and instructions generated at the Command National Reconnaissance Office (NRO), DoD and its' services, National Aeronautics and Space Administration (NASA), Federal Aviation Administration (FAA), and other government agencies. - Evaluate and provided recommendations to programs, plans, statements of work, source selections and deliverable data item documentation to ensure compliance with policy. - Develop and conduct initial and recurring System Safety Engineering training for new military, DoD civilian, FFRDC, and support contractor system safety engineers assigned to the organization and it's operating locations. - Develop system engineering criteria for projects extending beyond current applicability of known system safety requirements and perform special studies or analyses to ensure basic tenets or System Safety Engineering and integrated into the evolving technology and methodology of the specific project. - Provide briefings to engineering peers and management to ensure project evolution is consistent with System Safety Engineering principles and expectations. Ideal Candidate: Bachelor's Degree from an accredited 4 year college or university in a related engineering or technical field plus training in System Safety; DAWIA Engineering & Technical Management Practitioner certification - Applicants who are not certified may apply for this position and if selected will be required to obtain a certification within 48 months of hire date; Experience in Systems Safety Engineering supporting a DoD or Federal Government product or service acquisition. Provide system safety engineering expertise, leadership, program guidance and interpretation of regulatory safety engineering criteria to ensure safety engineering and environmental, safety, and health (ESH) issues and concerns are integrated into the systems acquisitions process and addressed throughout the system or program life cycle. Key Skills and Abilities: 1. Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints. 2. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals. 3. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations. 4. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions. 5. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing. 6. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes. 7. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.

Education

Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
