Duties

The primary purpose of this position is: To direct, execute, and supervise Current Operations planning, scheduling, reporting, and support functions for C-130 flight operations of the 19th Operations Group (OG) (AMC), the314th Airlift Wing (AW) (AETC), 913th Airlift Group (AG), and 29th Weapons School (WPS) (ACC) Mobility. Directs Joint Airborne/Air Transportability Training (JA/ATT) missions for 19th Operations Group and 314th Airlift Wing. Secures, plans and tracks JA/ATT missions. This position requires aviator expertise and command and control experience to safely and efficiently plan, analyze, and coordinate validated requirements supporting the President, JCS, and DOD agencies. Duties: Plans, organizes, and oversees the activities of the 19AW JA/ATT Program. Mission Management and scheduling. Applies military aviation experience to analyze, evaluate, and respond to validated requirements to execute air mobility missions supporting the President, JCS, DOD, or non-DOD agencies. Interfaces with tenant units and support agencies to execute AMC mission.

  • Position routinely requires incumbent to be on-call to support worldwide operations and short-notice, highpriority missions.
  • Working knowledge of all applicable flight publications, DOD/AF/AMC instructions/directives, computer office systems, World Wide Web applications, flight-planning documents/systems, etc. is highly desirable.
  • Current or recent rated or non-rated aviation operations experience is required.
  • TDY (Temporary Duty) may be required. TDY may require the use of regularly scheduled military or commercial transportation.
  • Incumbent may be required to be on standby after normal duty hours and work varying hours or rotating shifts.

Qualifications

Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to function effectively. This is a Key position. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve (IAW: DoDD 1200.7, "Screening the Ready Reserve). In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; knowledge of Air Force air-transportation directives, regulations, policies and procedures to plan and manage air-transportation systems and/or services to satisfy user requirements; Knowledge of aircraft performance capabilities and limitations to include range, fuel requirements, configuration, loading, takeoff data and weight restrictions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Mobility Command operations, policies, restrictions, limitations, practices, and procedures. 2. Knowledge of the enroute mobility system, locations, capabilities and unique limitations. 3. Knowledge of aircrew flying limitations and crew rest requirements. 4. Knowledge of aircraft systems, performance capabilities, and limitations. 5. Knowledge of air transportation directives, plans, regulations, techniques, systems, and processes. 6. Knowledge of Air Mobility Command JA/ATT program, goals, procedures, and capabilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
