USCIRF is seeking a Financial Management Analyst who will provide support for financial management activities at the Commission including budget formulation/execution, reconciliation of financial data, processing of invoices, maintaining internal controls, and procurement. The Financial Management Analyst is expected to work with USCIRF's accounting shared service provider on financial management matters.
Duties
Reporting to the Chief Administrative Officer, the Financial Management Analyst's primary responsibilities include the following:
Assists with drafting USCIRF's financial reporting requirements, including the annual financial report, operating plan, and Congressional budget justification;
Serves as one of USCIRF's certifying officers for invoice payments and travel reimbursements;
Serves as primary liaison between USCIRF and the accounting shared service provider, GSA Finance;
Receives and reviews obligating and payment related documents for completeness and accuracy for processing and recording;
Reconciles monthly accounting reports to assess validity of obligations and expenditures;
Maintains internal and external financial reports including USCIRF's internal financial ledger to monitor obligations and expenditures;
Assists with procurement and contract administration to ensure contractor compliance and performance aligns with the agreement;
Assists with the formulation and implementation of policies and procedures relating to financial management and internal controls;
Identifies and corrects errors and discrepancies and advises the Chief Administrative Officer of such issues; and
Performs other duties as assigned.
Qualifications
Ideally 3-5 years' progressively responsible experience commensurate with duties outlined above and including:
High standards of timeliness and accuracy, and excellent organizational skills;
Strong written and verbal skills;
Strong attention to detail in a fast-paced environment;
Apply solid judgment, discretion, and patience;
Ability to prepare presentation materials and independently note and follow up on commitments made;
Ability to work independently with minimal supervision but also part of a team; and
Experience using Microsoft Office applications, particularly Excel.
Education
This position requires a minimum of a bachelor's degree, preferably in business administration, finance, accounting, or related field.
