Duties

As a SEXUAL ASSAULT PREVENTION AND RESPONSE (VICT ADV) (SAR WF), GS-0101-11, you will perform the following duties. 1. Assists victims of sexual assault and domestic violence towards the process of recovery, through advocacy and resource information. For SAPR sexual cases, the victim advocate will operate under the supervision of the State SAPR performing duties which include, but are not limited to, crisis intervention, safety planning, referral, ongoing non-clinical support, and serves as a resource on available options to assist victims in making informed decisions regarding reporting options and care. For Domestic Violence cases, the Victim Advocate will operate under the guidance and direction of the Director of Psychological Health developing an appropriate plan of assistance and intervention which provides for the safety of the victim and their family members. Cases are assigned from a variety of sources to include self-sought services and referrals from SAPR hotlines, local domestic violence agencies, training classes, Wing/BDE State identification, investigator identification, and medical or mental health provider identification. Provides continuity of care and ensures coordination with all applicable National Guard functions, State SAPR and DPH. During medical and investigation procedures court/administrative proceedings, and related processes. Conducts risk assessments of individuals to determine immediate needs and evaluates safety and levels of risks; provides emotional support and guidance to victims in crisis while addressing the individual's needs and desires. 2. Under guidance and direction of DPH/Behavioral Health Officer the incumbent provides direct services to identified families experiencing domestic abuse utilizing an early intervention model designed to stop the abuse, promote healthy family interactions, and reduce incidences of initial and recurrent family maltreatment among military families of more complex cases. Conducts assessments, to identify risk factors and assist clients to formulate safety plans; and designs and implements goals and objectives for service plans. Analyzes and evaluates assessment data gathered to provide initial planning and provide follow-up interventions with clients regarding identified risk factors. 3. Serves on the Wing/BDE State sexual assault prevention and response Case Management team and ensures State SAPR is kept abreast of victim's status/case. For SAPR cases, consults regularly with the State SAPR on ongoing cases. For domestic abuse cases, consults regularly with the DPH on ongoing cases. The victim advocate ensures the DPH is aware of victim's situation and makes written entries in the victim's Family Advocacy Program client case record. The documentation will be labeled and identified as a "Victim Advocate Note," the content of which will be non-clinical in nature. Provides input to State SAPR in the establishment and implementation of local policies and directives pertaining to the SAPR Program. Provides input to DPH in the establishment and implementation of local policies and directives pertaining to the Family Advocacy Victim Advocate Program. 4. Facilitates or assists in the planning, scheduling, and delivery of sexual assault prevention and response and interpersonal violence prevention training for all Wing/BDE State personnel, leadership, deploying personnel, volunteer or collateral duty Victim Advocates, and other key functional stakeholders to include annual refresher SAPR training. Coordinates guest speakers, arranges announcements and marketing, and coordinates logistics for the various training activities. Promotes awareness of sexual assault and interpersonal violence prevention in the community by performing outreach activities in the preparation for and implementation of the Sexual Assault Awareness Prevention Month and Domestic Violence Awareness Month campaigns. Plans and coordinates prevention and awareness for other programs. Assists in the coordination and planning for initial and periodic refresher training of volunteer or collateral duty Victim Advocates. 5. Serves as liaison with community agencies and resource providers to implement programs and services regarding advocacy for victims, child behavior management/developmental strategies, communication and family cohesiveness and sexual assault. Maintains a program data referral collection log reflecting program transactions and activity for the FAP. Utilizes an office automation system that uses a word processing software package to develop, edit, and update program service files. Provides public relations and marketing promoting victim services to Wing/BDE State and community personnel to include family members. Reviews current Memorandums of Understanding or Memorandums of Agreement to ensure they effectively meet the sexual assault or domestic abuse victim's and program's needs. 6. Requirements

  • Failure to complete prescribed courses may be cause for reassignment or termination of FTS.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.

EDUCATION/MINIMUM EXPERIENCE: Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. or. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE:GS010111- Applicant must have the following experience: Applicant must have at least one year experience at the next lower level in the normal line of progression through federal (GS-09) or equivalent experience in the private or public sector. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
