This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Security Specialist (Disclosure) position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), Office of the Chief of Staff, located in Aberdeen Proving Ground, MD.
Duties
Develops and maintains a continuing disclosure program requiring coordination within the organization and others in the intelligence and disclosure communities.
Serves as the lead for requests for classified foreign visits and briefing requests.
Manages a wide range of issues concerning Classified and Unclassified information for the organization.
Develops and briefs presentations and policy documents for PEO G2 procedures for disclosure of unclassified and classified military information to foreign governments and international organizations.
Advises the PEO, PMs, and staff by providing interpretations of National Disclosure Policy (NDP-1) as it applies to PEO and Project Managers implementation of international agreements in cooperation and foreign officer assignment.
Initiates requests for Exceptions to National Disclosure Policy (ENDP) on behalf of PEO to the ASA(ALT) Foreign Disclosure Officer and HQDA G2.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- Business travel required up to 10% of the time.
- Selectee must be able to obtain and maintain a Top Secret security clearance.
- This position requires the incumbent obtain the following core Security Professional Education Development (SPeD) Certification: Security Fundamentals Professional Certification within their first two years of employment.

Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 level in the federal service which includes: 1) Provides recommendations to the G2 on the impact of current foreign disclosure policies on execution of organization's missions; 2) Develops procedural policy and NDP-1 guidance for program protection plans, security cooperation cases, and fielding of all organizational products; and 3) Receives and reviews incident reports of misconduct, report misconduct as required and supports formal investigations of misconduct. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11.
