THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Supervisory Aircraft Pilot, Position Description Number D0427000 and is part of the AASF, National Guard.
Duties
As a Supervisory Aircraft Pilot (Title 32), GS-2181-12, you will perform the below duties:
(1) Plans, establishes, and updates the Airfield Operation Manual required for the safe and efficient operation of tenant and transient aircraft at the AFX Airfield. Establishes flight following procedures covering the movement of aircraft in the control zone, airfield traffic patterns, and the local flying area and coordinates such procedures with the Air Traffic Control Chief, tenant aviation units, and local municipal, military, and FAA authorities to assure compatibility with other air traffic in the region. Assists the Airfield Safety Officer in the ongoing revision and application of base-wide crash rescue and firefighting plans. Develops and monitors noise abatement procedures for the airfield and its tenant users.
(2) Conducts daily inspection of all airfield facilities to assure operational readiness of the airfield. On at least a weekly basis, incumbent makes a flight check of the airfield facilities to evaluate traffic patterns, airfield lighting, control tower and ground control approach (WA) communications procedures, flight service ground-to-air communications procedures, and the overall proficiency of tower, CCA, and flight service personnel as these factors relate to the operational readiness and the safe and efficient operation of the airfield.
(3) Oversees and directs the program of the flight service function, assuring that such items as the Flight Planning Room, aircraft clearances, and aircrew briefings are adequate and in compliance with pertinent regulations. Supervises 2-3 shift supervisors directly and through them approximately seven flight service specialists. Perform the full range of supervisory duties such as planning, organizing, and distributing work to subordinates, approving leave, taking necessary personnel actions, and dealing with performance evaluations, disciplinary problem, training needs, and employee complaints.
(4) Perform other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

WHO CAN APPLY: GROUP I - All qualified Male/Female Warrant Officer (W2/CW2 - W3/CW3) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Warrant Officer (W2/CW2 - W3/CW3), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.
GROUP III - Individuals eligible for membership in the Virginia Army National Guard
Military Grades: Warrant Officer (W2/CW2 - W3/CW3)
GENERAL EXPERIENCE: Applicant must have experience Flight Planning Room, aircraft clearances, and aircrew briefings are adequate and in compliance with pertinent regulations.
SPECIALIZED EXPERIENCE: Applicant must have least 24 months of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
Performance evaluations, disciplinary problem, training needs, and employee complaints.
Oversees and directs the program of the flight service function, assuring that such items as the Flight Planning Room, aircraft clearances, and aircrew briefings.
