You will serve as an Engineer/Scientist in the Production, Quality & Logistics Branch of the USW Weapons, Vehicles, and Defensive Systems Department, Naval Undersea Warfare Center Division Newport. This position requires long-term temporary duty to the Washington Navy Yard, located in Washington, DC. This position is part of the Warfare Centers Personnel Demonstration Project. ND-3 is equivalent to GS-9/11; ND-4 is equivalent to GS-12/13.

Duties

You will perform engineering duties for Lightweight Torpedo (LWT) production in support of the Joint Undersea Weapons Program Office (PMS404) located at the Washington Navy Yard in Washington, DC. You will provide technical support of multiple multi-year LWT production contracts managed by PMS404. You will act as the LWT technical liaison for torpedo production issues between PMS404, NUWC Division Newport, NUWC Division Keyport and contractors. You will technically evaluate contract deliverables and Warfare Center inputs, including Contract Data Requirements Lists (CDRL) deliverables, such as earned value management reports, factory acceptance procedures, and failure analysis reports. You will monitor and evaluate production data relating to hardware and software performance. You will work with NUWC Newport and NUWC Keyport to keep track and assess incoming Failure Analysis Reports/CDRL deliverables. You will ensure responses/approvals of data items are technically correct, timely and within the CDRL approval requirements. You will work with production engineering activities on efforts associated with torpedo production, manufacturing, configuration management and quality. You will review contractor proposals for torpedo procurements and generate Technical Assessment Reports to aid during contract negotiations. You will support the preparation of Procurement Requests in support of contract or tasking modifications and interface with PMS404 or Naval Sea Systems Command, Contracts (SEA02) personnel to provide technical insight in support of these activities.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• This position will require long-term temporary duty to the Washington Navy Yard located in Washington, DC.
• This is a bargaining unit position.
• Perform duties as a Contracting Officer's Representative (COR) as appointed and in accordance with NAVSEA's Contracting Officer's Representative Instruction (20% of time allocated for COR duties).

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), a Mathematician (1520-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

• Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
• Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
