The primary purpose of this position is to perform work that involves developing, administering, evaluating and advising on the Federal Government's internal equal employment opportunity program. The employee serves as the Equal Employment Manager with full responsibility for the Equal Employment Opportunity program. The position is located at the VA Medical Center, in St. Cloud, Minnesota.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but are not limited to: Serves as principal advisor to organizational leadership and staff, providing expert guidance related to the Equal Employment Opportunity (EEO) program. Responds to inquiries from complainants and management officials and assists with preparing various reports. Utilizes skills in the method and techniques of fact-finding, analysis, and resolution of problems. Provides advisory services to all levels of staff and management. Ensures formal complaints are processed within timelines and in accordance with policies, procedures and regulations. Applies the operating principles, methods and techniques of the EEO Program to include the fact-finding, analysis, counseling, discrimination complaint, investigative processes, and resolution of complex problems. Identifies barriers to Equal Employment opportunities, the cause and effects of discriminatory practices against protected classes of individuals and develops concrete action plans. Applies the laws, regulations, executive orders, and court decisions related to EEO. Reviews EEO policies and guidance, and updates as needed and applicable by law. Determines program effectiveness through periodic assessment. Develops and presents training programs and provides advice regarding the broad range of EEO issues. Utilizes automated software programs and systems to input data and track complaints. Develops and maintains appropriate statistical data regarding the discrimination complaint process. Prepares a variety of reports and presents findings to senior leadership. Plans and coordinates the logistics for meetings and trainings. Performs other duties as assigned. Work Schedule: Monday - Friday, 8:00am - 4:30pm. SPECIALIZED EXPERIENCE: Requires at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position? To be creditable, this experience must have been equivalent to at least the GS-11 level in the Federal service. Specialized experience includes managing an Equal Employment Opportunity (EEO) program, utilizing systems and tools to gather data, perform analysis, evaluate, and report the effectiveness of the program. (Resume(s) must clearly support the duties and experience required for this position. We will not make assumptions regarding experience.) You will be rated on the following Competencies as part of the assessment questionnaire for this position: CommunicationCustomer ServiceReasoningTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
