This position is located in the State of Maine in USDA/Rural Development (RD). The incumbent administers complex aspects of the single family housing direct loan program for an assigned area. Maintains partnerships, leverages additional sources of assistance, and performs marketing/outreach work as required for the success of the program; executes assigned home loans and repair loans and grants. This vacancy announcement is open to current Rural Development State of Maine Employees only.

Duties

Reviews loan applications for completeness and conformance with all Rural Development requirements; analyzes and inputs data into appropriate automated database systems; analyzes financial and credit data documents to make sound eligibility. Prepares as applicable, conditional commitment, funding commitment and notification of loan closing, and certificate of eligibility and either approves or submits to approving official. Works closely with key business, civic, local government leaders and groups, and others to jointly promote suitable housing and community development projects. Counsels potential recipients on program requirements and credit conditions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. TIG must be met by the closing date of this announcement. For the GS-11 level: Applicants must possess one year of specialized experience equivalent to at least the next lower grade level or its non-Federal equivalent that demonstrates: Experience includes evaluating financial situations, credit risk factors and researching and applying various laws, rules, and regulations pertaining to credit; experience in reviewing and evaluating loan and/or grant applications to determine eligibility and the approval/disapproval of housing loan applications; experience providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans; Conducts on-site inspections to determine whether a property is occupied, etc. Evaluates repair proposals and property values for compliance with applicable laws, regulations, directives, etc., and for overall feasibility and soundness of economic factors. Ensures required environmental assessments are conducted and meet requirements. Reviews for approvals of repair project costs. Serves as a Contracting Officers' Representative (COR) for assigned contracts. Assist with preparing budget(s), completes cost analysis, develops statements of work (SOWs) and performance work statements (PWSs) and monitors funding versus actual expenditures. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related Undergraduate and Graduate Education:Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1165 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
