This position serves as a Supervisory Supply Management Specialist-Assistant Chief Supply Chain Officer (ACSCO). They are the supply chain management specialist for a VA Health Care System (VA HCS) and are responsible for the development and integration of a cohesive supply chain operations, including planning and coordination with fiscal, acquisition, clinical and administrative operations.
Duties
Major duties and responsibilities include:
Operationalizing performance and measurement of logistics functions throughout the VA HCS for all aspects of the supply chain including requirements determination, acquisition planning/coordination/oversight, purchasing, transportation, distribution, tracking, inventory management/control, reconciliation of undelivered orders, and disposition of supplies and equipment.
Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To meet the minimum qualifications for this position at the GS-12 grade level, you must meet the following:
Specialized Experience: To meet the minimum qualifications for this position, you must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Supply Management Specialist. Specialized experience includes, serving as a supply chain management leader, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of supply chain operations. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience assisting with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in leading and/or managing a group with a variety of occupations. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary, but requires visits to warehouse and storage areas, loading docks and other facilities. Work is normally performed in an office setting that is adequately lighted, heated, and ventilated, and requires safe office practices.
