About the Position: Serve as Government Flight Representative for the Army Geospatial Center and perform staff work aligned with administering aviation programs.
This is a Term NTE 13-months position. Term appointments may be extended up to a maximum of 6 years. With DoD approval, term appointments may be extended beyond the six years, but not more than 8 years.
Duties
Enforce and regulate contractor compliance.
Serves as Government Flight Representative and resident expert for flight operations, maintenance manufacture and aircraft systems for contracts.
Serves as the principal representative in regulatory surveillance of aircraft activities, exercising authority over major contracts with complex operations that range from multiengine aircraft to Unmanned Aerial Vehicles with avionics equipment.
Responsible for evaluation of and critical decisions about the safety and effectiveness of each contractor flight and ground operations at contractor manufacturing, modification and overhaul facilities under DCMA contract administration.
Perform work in support of aviation safety including airworthiness of aircraft and aircraft systems; the competence of pilots, mechanics and other airman; and safety aspects of aviation facilities, equipment, and procedures.
Approves training programs for contractors' ground and aircrews when they comply with regulatory guidance.
Ensures aircraft are maintained and operated by contractors in accordance with contractual requirements and that the aircraft conforms to the contractual requirements when delivered to the government.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret clearance.
- This position has been identified as a drug testing position. The incumbent of this position will be subject to and must consent to pre-employment and random drug testing.
- Must be able to lift 40lbs.
- Must obtain and maintain completion of the Defense Contracting Management Agency (DCMA) Government Flight Representative (GFR) Qualification Course

Specialized Experience: One year of specialized experience which includes experience as a Government Flight Representative (GFR) for manned and unmanned aircraft. Ensuring assigned contracts are managed properly to meet mission needs; and performing Quality Assurance Surveillance over all areas of the contract. Evaluating and making critical decisions about the safety and effectiveness of each contractor flight and ground operations. Advising management, leadership, and staff on contract regulations associated with fight operations, maintenance, and aircraft systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
