As a Supervisory Veterans Service Representative (Disability Rating Activity Site Manager) you will be responsible for the Disability Rating Activity Site (DRAS) located in the Providence Regional Office. DRAS is an integral part of the Joint VA/Department of Defense (DoD) Integrated Disability Evaluation System (IDES) program. DRAS supports the IDES goal of a single comprehensive medical examination conducted according to VA protocols and a single disability evaluation rating provided by VA.

Duties

Duties include, but are not limited to: Formulates and implements policies, guidelines, and plans to ensure that functions and responsibilities are carried out in a systematic fashion to effectively rate claims, improve processing, and reduce the number of pending claims. This includes developing national preventive and corrective action plans and procedures; training programs; operating guidelines; and monitoring systems to avoid excessive backlog in the future. Serves as senior advisor and technical expert on Veterans Benefits Administration (VBA) policies and procedures. The incumbent will serve as a liaison with officials within and outside the Department including Congressional Officials, Veteran Service Organizations, National Service Organizations, and other interested parties to educate and promote program missions. Maintains awareness of activities, policies, change in regulations, etc., that may have significant impact on the team initiative and objectives. Keeps the Director appraised of project status and overall team accomplishments. Directs and supervises the administration of work involving the development, examination, adjustment, reconsideration, or authorization of the settlement of claims filed by Veterans, their dependents and beneficiaries. May personally review the most difficult and complex cases such as fraud, admissibility of evidence, conflict of laws, finding of fact of death after unexplained absence or non-recovery of body, and contested claims involving insurance payments. Provides timely responses to Congressional, White House and other special inquiries concerning VA benefits for veterans and other claimants. Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/22/2024. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet the "time-in-grade" requirements. For a GS-15 grade level position, you must have served at least 52 weeks at the GS-14 grade level. NOTE: To verify your time-in-grade eligibility, you must submit your most recent appointment, promotion, or within grade increase SF-50 Notice of Personnel Action (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). Minimum Qualification Requirements: To qualify for this position, applicants must demonstrate that they meet the Specialized Experience listed below: Specialized Experience: To qualify at the GS-15 grade level, you must have at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-14). Specialized experience is defined as work that involves: Applying and interpreting laws relating to Veteran's Compensation and Pension benefits; Experience with working with labor partners overseeing employee relations including developing performance plans, disciplinary actions, and addressing grievances; Serves as a senior advisor and technical expert on VBA policies and procedures; and Reviews proposed legislation and Executive orders pertaining to compensation and pension payments. There is no educational substitution for the specialized experience for the GS-15 grade level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
