Duties
This position is located in the Department of Community Health Nursing, Zuni Service Unit, Zuni, New Mexico. This position is responsible for supervising the Community Health Nursing program, including planning the work, evaluating the program and assuring efficient and economical services. This position reports to the Director of Community Health Services.
Plans, organizes, reviews, evaluates and implements the Community Health Nursing program and activities.
Provides administrative and technical supervision to community health nursing staff. Plans work, assign work, hears and resolves complaints, effects minor disciplinary actions.
Provides nursing care to individuals, families, schools and the community. Teach patients and families positive health care measures.
Provides services and assist tribal leaders in the development of their health programs as a consultant, coordinator and/or training resource.

BASIC REQUIREMENT(S):
Education:
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure:
Applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Experience
The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level, GS-11.
Professional Nursing Experience: Experience in providing leadership, guidance, planning, assigning, reviewing work, coordinating and evaluating community health nursing activities. Experience in providing comprehensive and complex nursing care and community health nursing services in clinics, homes and schools.
Supervisory Abilities: Candidates must have demonstrated in their work experience or training that they possess or have the potential to develop the following competencies: Accountability, Customer Service, Decisiveness, Flexibility, Integrity/Honesty, Interpersonal Skills, Oral Communication, Problem Solving, Resilience, and Written Communication.
Other Competencies Related to Leadership Positions: Conflict Management, Continual Learning, Developing Others, Influencing/Negotiating, Technical Credibility, and Teambuilding.
Public Health Service (PHS) Licensure Policy: Each PHS Nurse must possess and maintain a valid, active, current licensure/registration as a professional nurse.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
