The primary purpose of this position is to serve as the Director of the organization exercising supervisory and managerial authorities.
Duties
To serve as the Group's Director of Engineering providing authoritative guidance to the Group and Squadron Commanders/Civilian Leaders and other senior managers on the engineering principles and Processes supporting Air Force cyberspace weapon systems and their associated capabilities; recommendations on potential exploitations of new technologies; and strategies for meeting changing mission needs.
Serves as the Group's primary advisor for major mission areas requiring knowledge and application of electronics/computer engineering or computer science principles including mathematics, statistical analysis, modeling, simulation, and/or other scientific methods and techniques.
Provides senior oversight of the Group's policies and procedures supporting Information Assurance (IA) and Mission Assurance (MA) of cyber infrastructure and services, information technology integration, tactics and techniques to improve the standardization, security posture of new and upgraded AF missions, and civilian workforce development.
To serve as the primary business development manager vetting opportunities to integrate group capabilities with other Government organizations supporting cyber infrastructure and serve as the primary scientist, technology, engineering, and mathematics (STEM) liaison to local community and educational institutions.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A bachelor's degree or Higher in Engineering: To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. NOTE: You MUST submit a copy of your current registration as an Engineer Intern/Engineer In Training or a copy of your license as a professional engineer.
Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. NOTE: You MUST submit a copy of your successful completion of the Fundamentals of Engineering examination or other written test for professional engineer registration.
Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. NOTE: You MUST submit a copy of your transcripts.
Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. NOTE: You must provide a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. AND
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience must includes planning, analyzing, developing, integrating the goals and objectives of the organization, providing engineering technical consultation and guidance; applying scientific/engineering methods of research to solve complex scientific/engineering issues that impact the organization or installation; and evaluating reports and prepared detailed responses. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive professional knowledge and mastery of advanced concepts, principles, and practices of electronics/computer engineering, computer science, mathematics, statistical analysis, modeling/simulation and/or other scientific concepts, principles, standards, methods, techniques, and practices as it relates to cyberspace as well as communication and computer systems.
Thorough knowledge of the overall development cycle and processes, and the subsequent testing and evaluation processes involved in acceptance of a product.
Knowledge of Government and agency contractual and funding rules, CRADAs (Cooperative Research and Development Agreement, Educational Partnership Agreements), (EPAs), regulations, relationships and administrative processes involved in developing and procuring hardware, research, studies, and engineering services.
Extensive knowledge of cyberspace operations, procedures, architecture, procedures, architecture, security posture, and infrastructure and services supporting establishment missions.
Skill in designing, developing, and conducting complex, independent and interdependent electronics/computer engineering, cyberspace, or computer science studies and assessments; including skill at establishing and maintaining effective relationships, building consensus and coalitions, and resolving conflicts with a variety of individuals and organizations.
Ability to interpret and communicate complex technical information orally and in writing.
Masters degree in STEM discipline is highly desirable.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
