Duties

WHAT IS THE CRIMINAL INVESTIGATION (CI) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Criminal Investigation- Forensics The following are the duties of this position at the full working level. Determines the most effective method to process a variety of documents and other evidence using chemicals, powders, and/or various light sources (e.g., lasers, ultraviolet) to develop latent prints. Develops latent prints on various items of evidence, including non-porous and porous surfaces that may be flat or curved. Evaluates latent prints, including evidence where the impressions are very fragmentary or imperfect. Performs image enhancement on poor quality latent prints. Identifies latent prints by comparing them with known print cards or, when no suspect is available, using Automated Fingerprint Identification Systems (AFIS) to identify potential suspects. Prepares comprehensive reports and illustrative exhibits of the results for judicial proceedings, and certifies that conclusions are justifiable, supportable, and provide the maximum information based on available evidence. As necessary, directs others to photograph evidence, ensuring photographic work accurately portrays the evidence and directing photographers in the preparation of court charts.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE FOR GS-13: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes analyzing complex fingerprint cases; imperfect and partial latent fingerprint impressions that contain the minimum level of detail necessary to make an identification and partial latent fingerprint impressions; conducting methods development projects to improve latent fingerprint examination capabilities; coordinating and conducting training for developmental level specialists; preparing written laboratory reports based on examinations; and testifying as an expert witness in the area of latent fingerprint examinations. TIME-IN-GRADE REQUIREMENTS: Under merit promotion procedures, applicants must satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. For more information on qualifications please refer to OPM's Qualifications Standards.
