Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Operations Support Office, Laboratories and Scientific Services Directorate. This position is located in one of the following locations: San Ysidro, California Miami, Florida Donna, TX Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or special rate of the duty location and position.

Duties

This is a first line supervisor position located in the Laboratories and Scientific Services Directorate (LSSD) Field Laboratories within the Operations Support Office (OS) of Customs and Border Protection (CBP) within the Department of Homeland Security (DHS). This position provides support to the Forward Operating Laboratory Director in technical and administrative operations, reports directly to the FOL Regional Director and works collaboratively with the Quality Manager supervising and directing the performance of employees working in a full range of employees performing scientific, forensic and technical work submitted by a wide range of frontline operational clients. This position starts at a salary of $103,409.00 (GS-13, Step 1) to $134,435.00 (GS-13, Step 10) with promotion potential to $134,435 (GS-13 Step 10). Major duties include: Planning and assigning work to be accomplished by subordinates, setting priorities and preparing schedules for completion of the work, using selective consideration of the difficulty, the requirements of the assignment, and the capabilities of employees; gives instructions to individual employees on both technical and administrative matters; monitors and evaluates employees' work product. Supervising a small to medium sized staff and performs a full range of supervisory personnel functions. Operating with situational awareness of the different component environments to prioritize and meet the demands of clients' operational mission. Working closely with the DHS/CBP operational components, such as OFO, USBP, AMO, HSI, OPR, etc. to support frontline operations and logistics. Making technical decisions based on agency objectives, requirements and precedents considering terms of assignments, time and cost limitations, etc., and directing or making technical determination as to course of action to pursue. Providing technical advice to higher-level CBP managers on chemical and physical testing and forensic analysis.

Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below: A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience--education equivalent to one of the majors shown in "A" above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You qualify for this position if you meet the basic requirement listed above ANDpossess the experience described below: Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Setting priorities and preparing schedules for completion of work and using selective consideration of the difficulty and the requirements of the assignment. Providing expert advice to other CBP chemists and government officials on sampling and sample storage procedures, analytical methodology, instrumentation, and problems associated with analyzing samples as well as solution to these problems. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/20/2024. Current and former federal employees may be required to serve or complete a probationary period.
