This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as a Data Engineer providing professional and scientific expertise in performance of work requiring strong analytical skills andthe ability to combine data from different sources.
Duties
Conduct data engineering projects and/or studies to evaluate, design, and tabulate statistical sampling plans and analytical procedures and processes.
Align architecture with business requirements and uses knowledge to conduct data engineering analytics on operational and strategic level assessments, identification of shortfalls and gaps, troubleshoots data issues and ways to mitigate risk.
Support software developers, database architects, and data analysts and data scientists on data initiatives and will ensure optimal data delivery architecture is consistent throughout ongoing projects.
Develop, construct, expand and optimize data and data pipeline architecture, as well as optimizing data flow and collection for cross functional teams.
Create data tools for analytics and data scientist team members that assist them in building and optimizing products into an innovative environment.
Assemble large, complex data sets that meet functional / non-functional business requirements.
Interface with senior leadership on complex problems and resolves major issues, based on sound data engineering principles, affordable solutions, and coordinated Army positions.
Recommend additions or modifications to existing hardware, software, and data architecture to support Installations missions.
Maintain awareness and collaboration with key stakeholders to inform and align data efforts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Business Travel may be required up to 5%.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement:
Degree: Mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
or
Combination of education and experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience.
Specialized Experience: One year of specialized experience which includes utilizing various methods in order to transform raw data into useful data systems; performing data analysis required to troubleshoot data related issues; creating algorithms and/or conducting statistical analysis; and assisting in the implementation of processes and/or systems used to monitor data quality for process improvements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
