The primary purpose of this position is to serve as the comptroller Financial Services Officer; responsible for developing, implementing, and monitoring financial service operations and establishing internal accounting controls. Serves as a first level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Reserve Military and Travel Pay Section.
Duties
Plans, organizes, and directs the activities of the Financial Management Reserve Pay and Travel Pay Offices, ensuring that the organization compiles with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents Financial Management with a variety of installation and functional area organizations.
Serves as the RTS Disbursing Officer.

- This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements.
Qualifications
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes
Current Federal employees: I have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes the position is responsible for providing direction and supervision over work at the GS-07 level which best characterizes the nature of the basic, mission oriented, nonsupervisory work performed in the organization and which constitutes 25 percent or more of the workload (not positions or employees) of the organization.
Non Federal employees: I have at least one year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes The position is responsible for providing direction and supervision over work at the GS-07 level which best characterizes the nature of the basic, mission oriented, nonsupervisory work performed in the organization and which constitutes 25 percent or more of the workload (not positions or employees) of the organization.

EDUCATION: I have graduate education that is directly related to the work of this position. (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and must have been obtained in an accredited business, secretarial or technical school, junior college, college or university) NOTE: You MUST submit copies of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of successfully completed graduate level education that is directly related to the work of the position, and specialized experience that I believe may be used to meet total experience requirements. NOTE: You MUST submit a copy of your transcripts. This education must have been obtained in an accredited college or university.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Broad practical knowledge of a body of accounting, budget, or other financial management regulations, practices, procedures, and policies related to military pay, civilian pay, travel, voucher processing, claims processing, or equivalent knowledge.
2. Knowledge of financial processes, policies, procedures, and terminology.
3. Knowledge of financial data systems, processes, databases, and related update and reporting procedures to utilize various automated military pay and military/civilian travel pay systems; such as Defense Joint Military System, Government Accounting and Financial System, Air Force Reserve Order Writing System, Defense Enterprise Accounting Management System; or similar data systems.
4. Skill in preparing financial and administrative reports for assigned programs and projects.
5. Ability to communicate effectively, both orally and in writing; including ability to plan and conduct training in an effective manner.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
